City of Centerville <br />Council Meeting Minutes <br />December 10, 2014 <br />roadway versus just the edges as completed last year and proposed assessments will be $525 per <br />lot due to construction costs and inflation. <br /> <br />Engineer Statz reviewed the roads that are to be affected are Dupre Road between Main Street <br />and Portage Way, Brian Drive south of Clearwater Creek, Eagle Trail and Portage Way. <br />Engineer Statz explained that the aforementioned roads would receive the typical mill and <br />overlay and Robin Lane North, South, West and Cardinal Drive would have full bituminous <br />removal and replacement due to its expiration of life expectancy. <br /> <br />Mr. Tom Wood, 1946 Eagle Trail, stated that he felt the roads that received improvements last <br />year are a disappointment due to manholes being extremely lower than the pavement and he <br />believes that his roadway does not need maintenance. Council stated that they desired to be <br />proactive rather than reactive regarding roadways and their conditions. <br /> <br />Mr. Bob Hosfield, 6983 Portage Way, stated that he had concern regarding Portage Way and it <br />being a dead end versus a through street which receives minimal traffic. Council explained that <br />the project is normal roadway maintenance, provides a longer life expectancy than seal coating <br />and if bids received during the bidding process exceed the proposed $525 assessment, Council <br />will reconsider the project. Mr. Hosfield questioned the repair/replacement of the downtown <br />colored concrete and Mayor Wilharber explained that many communities have utilized similar <br />concrete, are receiving the same results and at an ample time the City will correct the problem. <br /> <br />Mr. Michael Steigauf, 7070 Eagle Trail, explained his frustration with Council and his concerns <br />that Council was not living within their means by assessing property owners versus maintaining <br />streets with property tax dollars. Mr. Steigauf questioned the City’s ability to install/afford a <br />volleyball court without raising taxes but not provide its residents with safe roadways without <br />assessments? Engineer Statz stated that regular maintenance of a roadway is more cost effective <br />than an entire reconstruction which may cost thousands of dollars and also require the <br />installation of rain gardens. <br /> <br />Mr. Jerry Lucas, 6979 Eagle Trail, questioned whether all residents of the Eagle Pass Townhome <br />Association would be receiving the same amount of assessment, whether the Association had <br />been notified of the project and its potential assessments. The Council explained that this is not <br />an assessment hearing but a hearing to move the project forward, it may be a appropriate to <br />forward them a letter of the assessment hearing and that Administrator Ericson had spoken with <br />a representative of the Association. <br /> <br />Mayor Wilharber closed the 2015 Mill and Overlay Improvement Project Public Hearing at 7:09 <br />p.m. <br /> <br />II.
