City of Centerville
Council Meeting Minutes
December 10, 2014
Administrator Ericson stated that the Grant Evaluation & Ranking Systems (GEARS) Committee
of the Counties Transit Improvement Board has 4 openings for members and if any council
members are interested to please let him know by December 18, 2014.

Administrator Ericson also stated that he recently participated in a ride-along with Officer Bill
Jacobson and participated in a call.

Administrator Ericson desired council’s input in the format for the week in review and Council
requested that new information be placed before the old information.

Outgoing Administrator Larson thanked council for employment over the past ten (10), stated
that the city has been a wonderful place for employment and thanked council for the retirement
party recently held at Kelly’s Korner.

Mr. Larson reviewed the 2014 paving and overlay budget. He stated we spend about $438,000
on the mill and overlay project and the related costs adjusting manhole covers and stretch of
storm sewer on Old Mill Road and water department adjustment to gate values. This $438,000
amount may change due to minor adjustments at year end. Mr. Larson stated that there was a
balance $177,000 balance in this fund due to coding the storm water to the storm water fund and
if this wasn’t done there would be a significant lower balance in this fund. The $177,000 will be
carried over into the 2015 budget to help defray some of the costs. He stated that there was
about $90,500 that was specially assessed to homeowner and two-thirds of them had paid their
assessment of $500. The remainder will be paid over the next couple of years. He suggested to
have the due date after the project is completed because it seemed helped to receive the
payments due to residents because they could see what had be done. It was suggested that the
due date for 2015 project be done the same.

Council Member Paar stated that the Fire Steering Committee was delayed until 2015.

Mayor Wilharber thanked Dallas Larson again and for staying on to help Administrator Ericson.
He felted it helped him a lot.

Mayor Wilharber stated that the Council will be taking a two minute break following the
adjournment of the regularly schedules Council meeting and prior to the commencement of a
closed executive session.

Mayor Wilharber recessed the regularly scheduled Council meeting at 9:00 p.m.

XII.
