Surface Water: Water on the earth's surface exposed to the atmosphere, such as rivers, lakes <br /> and creeks. (Compare with groundwater.) <br /> Sustainable Development: Development that maintains or enhances economic opportunity <br /> and community well-being while protecting and restoring the natural environment upon which <br /> people and economies depend. Sustainable development meets the needs of the present <br /> without compromising the ability of future generations to meet their own needs. <br /> System Plans: Long-range comprehensive policy plans for transportation, airports, wastewater <br /> services, and parks and open space. <br /> System Statements: Statements sent to communities that include system plan information <br /> used to guide the preparation of the comprehensive plan. <br /> Urban area: Communities that are adjacent to the Urban Center communities and have seen <br /> considerable development and growth along highways. Urban areas are in the MUSA and have <br /> a minimum average net density of 10 units/acre. <br /> Urban Center: Communities that include the largest, most centrally located and most <br /> economically diverse cities of the region. Urban centers are in the metropolitan urban service <br /> area (MUSA) and have a minimum average net density of 20 units/acre. <br /> Wastewater: Water carrying waste from domestic, commercial, or industrial facilities together <br /> with other waters that may inadvertently enter the sewer system through infiltration and inflow. <br /> Wastewater treatment plant: A facility designed for the collection, removal, treatment, and <br /> disposal of wastewater generated within a service area. <br /> Wet-weather peak ratio: Average of three highest peak days divided by the average daily flow. <br /> 92 <br />
