C ol Air or
• of Urca
The Centennial Lakes Police Department is a "joint
powers" department, meaning it delivers police services
!! ,px to not one, but multiple cities. In this case, the three
cities are Circle Pines, Centerville and Lexington.
,i
F I am the department's Administrative Sergeant and the
designated liaison to the city of Circle Pines. Circle
Pines is a predominantly residential community located
approximately 15 miles north of St. Paul and
Minneapolis. Its approximate 2 square miles are fully
developed, and only minor fluctuations occur in its
5,000 plus population. Its borders are Lexington
Avenue to the west, North Road to the north, County
Road J to the south and Indian Hills Drive/Rice Creek
chain of lakes to the east. Lake Drive is a major
Administrative Sergeant thoroughfare dividing the jurisdiction in two.
Russell Blanck
Circle Pines is a peaceful place to live, visit, conduct
business and raise a family. In 2011 it was named the "43 Perfect Suburb in the United States"
by CNBC.com. Its school district is highly regarded. It is known for high home ownership, an
educated population, and its system of trails and parks. A small but successful business
community integrates well with its primarily residential nature.
Detailed crime data as reported to the FBI is contained elsewhere 41MD '
=r
in this report. As the data reveal, one is not likely to be the victim t®.;, d .
of a serious violent crime in Circle Pines. The most typical police-
tiz• g s ,. a. ,
related calls for service in Circle Pines are for traffic accidents,
AMUmedicals, theft from vehicles and DWI's. On the whole, Circle ro t,, ;; f
Pines is a very safe place to live and work.
= s„Oft
The department operates under the philosophy that high visibility
patrol and aggressive enforcement of traffic laws deter crime.
Residents and visitors will frequently see squad cars patrolling
O r„n,..
their streets as well as stopping unsafe and illegal motor vehicle .N.J
operators. High visibility patrol and aggressive enforcement result
in fewer accidents as well as the identification of wanted
individuals and those driving under the influence of impairing
substances, without licenses and without insurance. The "bad
guys" know Circle Pines' reputation for being a city not to drive `
through while under the influence, and the department is proud of
that reputation.
Crnfennifi<&C s POACe 19Mtf"Wnf 12014 ANNUAL REPORT
