City of Centerville <br />Council Meeting Minutes <br />March 25, 2015 <br />million for the project and it is believed that this is a major thoroughfare for traffic to St. Paul <br />and surrounding suburbs. <br /> <br />Commissioner Sivarajah desired to draw attention to an upcoming Senior Expo that would be <br />taking place on April 11, 2015, from 9:00 a.m. to noon at Lord of Life Church in Ramsey where <br />they will be a free breakfast and a wealth of information specific to seniors and their families. <br /> <br />Council Member King questioned whether the bridge construction would be a cost sharing <br />project or how funding would work. Commission Sivarajah stated that if the County completed <br />the work they would not get the entire funding of 25 million is would be closer to 8-9 million. <br />Commissioner Sivarajah stated that that is why the resolution before Council this evening is so <br />important in gaining surrounding communities support and the County’s continuing efforts to <br />work in conjunction with MN Dot, and the Cities of Columbus and Forest Lake. <br /> <br />Commissioner Sivarajah stated that she has enjoyed working with Administrator Ericson in the <br />past and looked forward to a successful working relationship with Centerville Staff. <br /> <br />2. Greg Kieselhorst, Centerville Lions Request for Permits Associated with Annual Lions <br />Cadillac Dinner <br /> <br />Mayor Wilharber suggested placing repeated annual requests for events to be placed in the <br />Consent Agenda going forward. Council concurred stating that they have not experienced issues <br />with the event in the past. <br /> <br />Lion Member Kieselhorst stated that the Lions are requesting a raffle permit and temporary <br />liquor license for their Cadillac Dinner event scheduled for April 18, 2015 commencing at 6:00 <br />p.m. – 10:00 p.m. <br /> <br />OPEN FORUM <br /> <br />Mr. Charles Reinhardt, 1723 Meadow Lane <br /> <br />Mr. Reinhardt stated that he believes that his neighbor at 1743 Meadow Lane constructed a fence <br />approximately six (6) years ago and it is located on his property. Mr. Reinhardt stated that he is <br />removing some additional wiring that allowed a buffer between his dogs and Mr. Rivard’s and <br />has concerns for the safety of his dogs. Mr. Reinhardt stated that he generally is a passive person <br />but when he approached the City regarding this matter they suggested participation in Mediation <br />Services for himself and his neighbor in an attempt to repair the neighborly relationship that <br />apparently has broken down. Mr. Reinhardt stated that he has attempted to work with Mr. <br />Rivard regarding the location of the existing fence and cost sharing the placement of a fence <br />along Mr. Rivard’s property rather than abutting the fence up against Mr. Reinhardt’s which is <br />placed 2’ from the property line. <br /> <br />Several members of Council felt that the City addresses ordinance violations via complaints and <br />Mr. Reinhardt was filing a complaint. Legal Counsel Glaser stated that in his experience with <br />similar neighborly relationships, participation in mediation has resolved these issues and <br />Page 2 of 9 <br /> <br /> <br />
