City of Centerville <br /> Council Meeting Minutes <br /> April 22,2015 <br /> II. PLEDGE OF ALLEGIANCE <br /> III. APPOINTMENTS/PRESENTATION <br /> 1. Mr. Kevin Knopik, ABDO, Eick&Meyers, Presentation of the 2014 Audit <br /> Mr. Knopik introduced himself to Council and stated that he has been the City's lead auditor for <br /> five (5) years and would be presenting them with an overview of the City's 2014 financials. Mr. <br /> Knopik stated that Abdo, Eick & Meyers, LLP had an unmodified opinion, encountered no <br /> issues and their opinion is the same in previous years (proper segregation of duties, internal <br /> controls, and levels of funding are satisfactory). Mr. Knopik stated that two (2) items were <br /> concerning; an agreement for assessments associated with a joint project between the City of <br /> Lino Lakes and the City of Centerville/private property owner; however, an agreement is on file <br /> for those assessments and completion of the project did not allow for the terms of the agreement <br /> to commence (the agreement did not obtain Council approval) and a public purpose purchase of <br /> a retirement gift which was reimbursed in early 2015. <br /> Mr. Knopik stated that the City's assets exceed liabilities by $21,944,747 and of that $4,826,082 <br /> may be used to meet the City's ongoing obligations. Mr. Knopik also stated that the City's <br /> General Fund balance increased $60,417 from 2013, its balance of $1,319,013 is 64.5 percent <br /> and exceeds the requirements of 40-50% of the 2015 budgeted expenditures, stated that property <br /> taxes are 71.8% of the total fund revenue while public safety services are 54.7% of the <br /> expenditures, stated that ongoing evaluation of project will assist in determining whether to close <br /> funds or if additional funding sources are needed for deficits, reviewed debt services funds; <br /> enterprise funds (water, sewer, and storm water). <br /> Mr. Knopik stated that the City is fairly consistent with being below peer groups (communities <br /> similar in population and size) similar to in years past. He also stated that new reporting would <br /> be required for the upcoming year (GASB 68 and GASB 71) but he would work with staff to <br /> complete these additional requirements in a timely and efficient manner similar to all reported. <br /> Administrator Ericson stated that he is very comfortable working with ABDO, Eick & Meyers <br /> and believes they deliver a very good product. Administrator Ericson also stated that he is <br /> confident with staff's abilities and thanked Ms. Paulseth and Ms. Sweeney for their dedicated <br /> service. <br /> Mayor Wilharber thanked ABDO, Eick&Meyers for their years of service to the City and stated <br /> that the City will be receiving their services for the next two years as per their approved contract. <br /> Mr. Knopik also thanked the City for the opportunity to provide audit services. <br /> 2. Sergeant Pat Aldrich, Centennial Lakes Police Department Presentation of 2014 Annual <br /> Report <br /> Sergeant Aldrich introduced himself to Council and stated that in 2014 Detective Carlson was <br /> promoted to Sergeant and Patrol Officer Jacobson was promoted to Detective with Patrol Officer <br /> Stepan declining promotion.
