<br />Centerville City Council <br />Meeting Minutes <br />March 26, 2003 <br /> <br />Ms. Seeley indicated she would like to have the road redone after the construction. <br /> <br />Council Member Broussard Vickers indicated she was not interested in the reconstruction <br />of the streets as the City does not have the funds. <br /> <br />Council Member Capra indicated she wants to loop the water and leave out the <br />reconstruction of the roads. <br /> <br />Mayor Sweeney indicated he wanted information on whether it would be cheaper to do <br />the road reconstruction now rather than later factoring in the fact that it would also be <br />cheaper to open cut rather than directionally drill the water. <br /> <br />Council Member Broussard Vickers indicated the City could not assess $20,000 per lot <br />for the total project and that means the City needs to contribute something and it does not <br />have the funds. <br /> <br />Mayor Sweeney indicated he would like to see a number for the costs and do it as an <br />alternate and, if the amount is way out of line then Council does not have to accept that <br />alternate. <br /> <br />Ms. Mary Moran, 1743 Peltier Lake Drive, asked for clarification as to whether the <br />comments on an assessment policy had anything to do with a pending assessment that has <br />to be disclosed. Mayor Sweeney explained that the assessment is not placed on the <br />property until the work is done and the assessment policy is something the City is <br />working on as part of a regular street maintenance and improvement plan. <br /> <br />Ms. Moran indicated that residents were surveyed in the past and indicated they wished <br />the City to pick up part of the costs when the roads went through but residents were <br />assessed for 100% of the roads anyway. <br /> <br />Mr. Hatem Qamhieh, 7251 Clearwater Drive, asked if this is only area that does not have <br />City water. He then said that he is a civil engineer and feels the City needs to look at the <br />overall infrastructure needs of the city with regard to the water system rather than doing it <br />one piece at a time. He further commented that the road is a poorly designed road and he <br />does not feel the residents should have to pay to have it reconstructed and pay for a poor <br />engineering job. He also asked why the road design did not carry some kind of warranty. <br /> <br />Council Member Broussard Vickers indicated it would be difficult to raise the road high <br />enough at this point to solve the water table issues with the road without creating worse <br />water issues for other people. She then said the primary issue is the water looping for the <br />benefit of the entire water system and the road issue there is no answer for at this time. <br /> <br />Mr. Leon Moran, 1743 Peltier Lake Drive, asked that the City collect enough escrow to <br />repair the roads after the construction. Council Member Broussard Vickers indicated the <br />City can control and limit construction traffic. <br /> <br />Page 9 of 19 <br />
