<br />Centerville City Council <br />Meeting Minutes <br />March 26, 2003 <br /> <br />to be increased. City Attorney Hoeft indicated the City would not be able to support <br />street maintenance and water system with its current budget and is not allowed to raise <br />taxes so the amounts would have to be assessed. <br /> <br />Mr. Erkenbrack indicated that he feels that residents should pay the initial assessment to <br />come past the house and the City should fund maintenance and repairs. <br /> <br />Council Member Capra indicated that the City had an audit review and the funds are <br />healthy for the water tower without going out to the taxpayers and so is the sewer fund <br />but the City does not currently have a road fund and is working on that. <br /> <br />City Attorney Hoeft commented there is not a community in existence that is able to <br />maintain a road fund that, even after initial construction, would be able to keep all the <br />roads maintained. He further commented that the City could never eliminate the need to <br />assess property owners for the maintenance. <br /> <br />Mr. Marc Brandenburg, I 740 Peltier Lake Drive, indicated he lives across from the new <br />road and is concerned that construction traffic on that culvert would cause it to fail and <br />prevent the much needed drainage and flood his home. <br /> <br />Mr. Peterson explained that the plan is for all trucks to enter and exit to the east. <br /> <br />City Attorney Hoeft indicated that any reports of construction traffic at the other end <br />should be reported because the City can charge for that. <br /> <br />Council Member Broussard Vickers suggested residents get license plates and report the <br />violators so that they can be properly charged. <br /> <br />Mr. Scheller, 7267 Mill Road, asked whether all Council Members were in favor of <br />looping the water. <br /> <br />There was Council consensus on looping the water. <br /> <br />Mr. Scheller asked if there was a projected time when Council wanted the water looped. <br /> <br />Council Member Broussard Vickers indicated that the system needed to be looped in all <br />available locations. <br /> <br />Council Member Lee commented that waiting for two years will only cost everyone more <br />money. <br /> <br />Mr. Scheller indicated he would like Scenario number one and said there are 20 houses <br />that would not need to be assessed. He then said he would prefer to wait to loop the rest <br />ofthe system until the roads need to be redone. <br /> <br />Page 12 of 19 <br />
