MEMO

2 April 2003

To:

Kim Sykes

From:

Paul Palzer

Re:

Cell phones

Dear Kim:

After several meeting with Kris and our cell phone representative, I believe it
would be in the City's best interest to upgrade the current cell phones for public works
and building inspections. Currently most of the phones are 3 to 4 years old, the reception
quality has diminished and this last year we have had problems reaching people outside
of the metro area due to limited coverage areas. I would recommend the AT&T plan
with 300 minutes as a standard plan for $30.00 per month. The next step up is the 600
minute plan for $40.00 per month, currently I use a 400 minute plan.

In addition to upgrading the phones, I would recommend an additional phone for the
second public works staff member who is not on-call and eliminate the City's pager
system. Currently the total monthly pager and phone costs are $114.00 per month. With
free phones from AT&T, the new plan with four phones and no pagers would cost
$130.00 per month.

The benefits would be upgraded equipment, better area coverage, direct connection to the
person being contacted, no waiting to see if the page went through and then waiting for a
call back. The additional yearly cost of $192.00 is about what one phone with
accessories would cost to upgrade. If you would like additional information on the phone
package, Kris can provide documentation on the phone package system.

<7~'

Paul
