As the legislature continues to debate the magnitude of state aid cuts for city
government, difficulties facing cities continue to gtgw with _ the very real possibility of expanded
state interference in local government decision-malting processes. The threat of continuing levy
limits in the face of drastic local government aid cut~ levy freezes,. reverse referendum, limitations
on City debt issuance, wage freezes and other m~asures. designed to weaken local government
control will prevent local elected officials from effectively responding to constituent concerns.

We would like to thank the AMM, LMC and NMMA for their support in carrying our message
forward. If your city has not already done so, please feel free to use this resolution as a model in
support of preserving local government control and distributing this to the Governor's Office and
key legislators. If you have any questions, please contact John Erar, City administrator at 763-767-
5100.
