<br />Centerville City Council <br />Meeting Minutes <br />March 26, 2003 <br /> <br />Council Member Capra indicated she was less concerned with the cost savings and more <br />concerned with the number of patrolling officers on the street and would like to keep that <br />number as high as possible. <br /> <br />Ms. Waite Smith indicated there was a misunderstanding in the paper as she was <br />interviewed for the Quad Press and said there is enough money in the budget for 30 <br />officers and that was interpreted incorrectly to be 30 employees. She further clarified <br />that there is money in the budget for 30 officers and that does not include the supervisory <br />and clerical staff <br /> <br />Ms. Moore-Sykes described the administrative elements and how the consolidation will <br />take place. She then indicated the Administrators had contacted the League of Minnesota <br />Cites for assistance with the administrative planning and all issues raised by the League <br />have been addressed in the proposal. <br /> <br />Council Member Paar asked whether the other cities would have to pay for anyone City <br />that wants out and cannot pay for coverage. Does the City then have to pay and provide <br />police coverage? Ms. Moore-Sykes indicated the four City Councils would need to deal <br />with that as well as legal counsel. <br /> <br />City Attorney Hoeft indicated it would be premature to discuss that aspect at this time but <br />noted the same discussion occurred when the Centennial Lakes Department was created. <br />He then said that some type of arrangement would be created whereby the other cities <br />fund the coverage and a debt is created for the other city. <br /> <br />John Grahek from the Centennial Lakes Police Commission asked if the four <br />administrators had looked at the costs involved with shutting down two departments and <br />starting up a new one. <br /> <br />Mr. Keinath indicated that both departments would have some accrued vacation and sick <br />leave to be paid out approximately $159,000 for Centennial Lakes and approximately <br />$152,000 for Lino Lakes and those figures assume that existing officers do not carry <br />benefits when they move over. He then said that Centennial Lakes has enough money in <br />its fund balance to cover that amount. <br /> <br />Ms. Moore-Sykes indicated a labor law attorney would be needed and money was <br />budgeted for those costs. <br /> <br />Mr. Jon Grahek asked for clarification as to whether Centennial Lakes would be paying <br />out at 50% or 100% because the separation is by the City not by the employee. <br /> <br />Mr. Keinath indicated that the severance was based on the 50% number and that is what <br />is in the contract. <br /> <br />Mr. Keinath indicated Staff would review that matter for clarification. <br /> <br />Page 5 of 19 <br />
