<br />Centerville City Council <br />Meeting Minutes <br />March 26, 2003 <br />Mr. Grahek indicated he has been a police officer for 14 years and a Centerville resident <br />for three years and is in support of moving forward with this but would like to look at it <br />very closely. He then said that saving money is good provided that there is no sacrifice in <br />police protection on the streets. <br /> <br />Mr. Grahek indicated that one of his concerns is that now the Centerville police can pull <br />from Lino Lakes for support if there are instances where there is a need and, if the police <br />forces were combined, that option would not be available. <br /> <br />Mr. Grahek indicated he would like to see the breakdown of the number of sergeants, <br />whether there would be an assistant chief, how many, if any lieutenants and how many <br />officers would be on the street answering calls. He then said that officers on the street <br />not only answer calls for service but respond to medicals. <br /> <br />Mr. Grahek indicated he is concerned with getting rid of both departments and starting <br />from scratch with retesting and rehiring. He then said he would like to see at least a <br />preference for hiring existing officers. <br /> <br />Mr. Grahek indicated that he would like the governing board to consist of civilian <br />involvement as he feels it is vitally important. He then said he would like to keep 50% of <br />the governing body civilian. <br /> <br />Council Member Lee indicated that the proposal sounds good provided that coverage is <br />not compromised. He then said that Council discussed giving preference to existing <br />officers and expressed his support for citizen involvement. <br /> <br />Council Member Broussard Vickers indicated the process could continue but it is not a <br />done deal until the very end when all four cities sign off on it. She then said that Council <br />discussed everything voiced by Mr. Grahek and has said they want to show preference to <br />the current officers as well as carefully consider the formula and street coverage. She <br />further commented that the timeline would be nice but she is not opposed to stretching <br />the time requirements to make sure this is done properly. <br /> <br />Tom Wilharber, 6849 Centerville Road, said he thinks it is a good idea and he agrees <br />with the points made by Mr. Grahek. He then said he feels the timeframe is too short as <br />it took two years to set up the tri-city department. <br /> <br />Mr. Wilharber asked how the mold problem is being handled at Lino Lakes and who <br />would be responsible for those costs. <br /> <br />Ms. Waite Smith indicated the City of Lino Lakes has a mold attorney and is working to <br />determine who is responsible for the mold so that the City can recover the money it has <br />expended to clean up the mold problem. <br /> <br />Mr. Wilharber asked how many miles of roads there are in Lino Lakes because that was <br />part of the formula and Lino Lakes is much bigger than Centerville.
