Those services include: <br /> Feasibility Report <br /> A portion of the costs of the past two projects have been specially assessed. This requires a feasibility <br /> report under MN Chapter 429 law. We will complete the feasibility study, prepare for and attend both the <br /> Public Improvement Hearing and Assessment Hearing. Our proposal anticipates these hearings to be <br /> conducted on the same night as regularly scheduled City Council Meetings. We also assume that the City <br /> Clerk will prepare the preliminary and final assessment rolls for the project as she has for past projects. <br /> The other element included in the Feasibility Report stage is the evaluation of streets scheduled for overlay. <br /> This involves a tour, with the Public Works Director, of the streets scheduled for overlay as well as others <br /> which may not have been on the schedule, but which the Public Works Director feels should be examined <br /> for possible inclusion in the project. This work is necessary to give the Council an informed opinion on the <br /> appropriateness of an overlay for the programmed streets. <br /> Plans and Specifications <br /> In 2014, we developed a set of programmatic plans and specifications for the Thin Bituminous Overlay <br /> program which we continue to use for each project. Minor modifications to these specifications are made <br /> each year to adapt to new MNDOT bituminous specifications, or to refine our approach to the program <br /> based on our experiences with last year's project. Plans are, of course, updated to show this year's streets <br /> and reviewed for any changes to the standard details that may be appropriate. <br /> Assistance with Bidding <br /> As part of this phase, we will publish an advertisement for bids(ad costs paid by city) as required by public <br /> bidding law,answer bidder questions, produce and distribute Addenda, attend the Bid Opening,and <br /> produce and review a Bid Tabulation. Once bids are received and presented to the City Council for award, <br /> contracts will be prepared and distributed for execution. <br /> Design with community in mind <br />
