DEVELOPMENT CONCEPT <br /> pedestrian bridge over Interstate 35W to provide safe crossing over the freeway. Refer to Figure 12 for an <br /> example of a pedestrian bridge/overpass. <br /> _ -�sJF$s;•� <br /> Figure 12 <br /> Regional trailhead facilities are located at Bunker Hills Regional Park and Rice Creek Chain of Lakes Park <br /> Reserve. These parks provide ample parking,restroom facilities and additional trails and amenities within <br /> the parks.There are City owned facilities located at Lakeside Commons Park and Beach in the City of Blaine <br /> and at Marshan Park in the City of Lino Lakes. These facilities provide ample parking and restroom facilities <br /> as well as additional outdoor recreation amenities. <br /> Storm water management for the proposed trail is to follow the requirements of the MN Department of <br /> Natural Resources,MN Pollution Control Agency,Army Corps of Engineers,Coon Creek and Rice Creek <br /> Watershed Districts,and any other permitting and regulatory agency requirements at the time of <br /> construction. For example,in certain jurisdictions,water quality treatment for a trail can be achieved <br /> through a minimum of a five foot wide vegetated filter strip or vegetated open space located down-gradient <br /> of the trail. The ownership and maintenance of the storm water management facilities will be the <br /> responsibility of Anoka County within county jurisdictions and the cities within their respective <br /> jurisdictions. <br /> Prior to the trails construction a Natural Heritage Information System review will be conducted to determine <br /> if any rare species or rare natural resources features are located within the trail alignment. General findings <br /> show there is one vertebrate animal of threatened status within 500 feet of the existing trail alignment. <br /> There are none located near the sections of trail still to be constructed,therefore no impacts to rare plants <br /> or animals are anticipated that would require additional costs for mitigation or avoidance. An archaeological <br /> survey will be conducted if required and wetland delineations will be performed to determine boundaries, <br /> so that the trail may be developed in a way that reduces and/or includes mitigation of the impacted wetlands. <br /> Page 11 <br />
