City of Centerville <br />Council Meeting Minutes <br />September 23, 2015 <br /> <br />Discussion ensued regarding if the City of Centerville’s portion of the pavement of the roadway <br />was 10% of the costs then all maintenance should be 10%, lack of street sweeping equipment, <br />maintaining individual ditches, agreement termination date, construction of standard roadway <br />and its shared costs and maintenance. <br /> <br />Motion by Council Member King, seconded by Council Member Fehrenbacher to table this <br />agreement to the next meeting to allow staff to revise it. All in favor. Motion carried. <br /> <br />Ms. Hankee stated that the Cities of Lino Lakes and Centerville continue to discuss a Joint <br />st <br />Powers Agreement regarding the maintenance of 21 Avenue North. <br /> <br />2. Discussion on Ordering of Feasibility Report for 2016 Thin Mill & Overlay Project <br /> <br />Engineer Statz stated that Council desired to obtain quotes for this project prior to final approval <br />of the 2016 Budget due to funding, state aid, franchise fees and levy increase in anticipation of <br />the project. Engineer Statz also stated that when requesting bids from contractors he would <br />allow for project decreases if Council desired to remove roadways. <br /> <br />Discussion ensued regarding trail maintenance, City Hall parking lot resurfacing, inter-fund <br />loans and payback schedules, park/trail dedication fees, curb replacement, special assessments, <br />length of time to implement franchise fees, dedication of those fees to roadway Capital <br />Improvement Project and whether contingencies would be built in to the project. <br /> <br />Engineer Statz stated that two areas of concern would need curb replacement due to sanitary <br />sewer lines heaving and addressing funding and contingencies built into the estimate for the <br />project. <br /> <br />Administrator Ericson stated that Council would need to make a final decision on whether or not <br />to assess franchise fees to Connexus and Xcel Energy customers on behalf of the City, that many <br />municipalities are completing the same processes and that it is a very political issue. <br />Administrator Ericson also stated that Xcel Energy is approximately three months behind in <br />implementing fees and Connexus process is much shorter. <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member Love to order a <br />Feasibility Report for the 2016 Thin Mill & Overlay Project and approve Stantec’s <br />Proposal for Associated Services in an Amount Not to Exceed $9,000 as presented. All in <br />favor. Motion carried. <br /> <br />IX. NEW BUSINESS <br /> <br />th <br />1. Reader Board Request ~ Open House (Ultimate Martial Arts, 6845 – 20 Avenue <br /> South, Ste. #160) <br /> <br />Administrator Ericson stated that the City recently received a request from a business to promote <br />their open house on the City’s Reader Board.
