City of Centerville <br />Council Meeting Minutes <br />September 23, 2015 <br /> <br />Mayor Wilharber stated that it appears that the between the hiring of the new City Administrator, <br />transferring responsibilities and hiring of a new City Engineer for the City of Lino Lakes the <br />agreements for asphalting and maintaining the roadway were overlooked. Both Council <br />Members Fehrenbacher and King felt that the City of Centerville received no benefit from the <br />project and truly it was the City of Lino Lakes that had received 100% of the benefit from the <br />project due to the new development and road maintenance costs. <br /> <br />Discussion ensued regarding timing of the agreement versus the construction of the roadway, <br />lack of Council action prior to construction without an agreement, negotiation by City Staff <br />without Council authorization, 100% benefit to the Northpointe Development and whether there <br />was a benefit to the City of Centerville. <br /> <br />Mr. Burmeister stated that the City of Centerville does receive a benefit from the roadway being <br />asphalted, i.e. maintenance vehicles remain in clean condition, less repairs due to dirt roadway, <br />building cleaning costs are decreased and that staff was under the impression that the City had <br />already approved the necessary agreements for the construction. <br /> <br />Council Member Love questioned whether the City of Lino Lakes had approved either of the <br />agreements without the City of Centerville’s approval or prior to construction. Ms. Hankee <br />stated no but she had emails that stated that the City of Centerville would entertain the <br />construction, costs negotiated with it and an agreement for maintenance. Council Member Love <br />questioned why the roadway was not paved to its terminus and Ms. Hankee stated that this is a <br />temporary roadway and future development would determine building the roadway to standard <br />th <br />including turn lanes onto 20 Avenue. <br /> <br />Ms. Hankee stated that during construction, Centerville Staff required the contractor to pave the <br />three driveway aprons 15’ to 20’ similar to other road projects and standards. Ms. Hankee stated <br />that this increased the City of Centerville’s cost of the project by approximately $8,000; <br />however, due to the confusion with the Joint Powers Agreement they would not be asking for <br />that payment. <br /> <br />Mayor Wilharber called for a vote. <br /> <br />Council Member King requested clarification of the costs associated with the roadway and <br />aprons provided at the City’s Public Works site. Ms. Hankee clarified $10,000 for the City’s <br />portion of the roadway and $8,000 for the aprons, however they would not be asking for the <br />$8,000. Council Member King also asked what the total costs of the project were for the City of <br />Lino Lakes and Ms. Hankee replied 50% were paid by the developer of the total $125,000. <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member Love to approve <br />Res. #15-0XX – Approving the Joint Powers Agreement Between the City of Lino Lakes <br />and Centerville Regarding West Cedar Street Paving as presented. Council Members Paar <br />and King opposed. Motion carried. <br /> <br />b.
