City of Centerville <br /> Council Meeting Minutes <br /> November 12,2015 <br /> Mr. Huffman stated that while meeting with City Staff it was discussed that a possible joint <br /> meeting with Council and District Staff could be arranged to discuss mutual needs, District <br /> facility plans, etc. Attorney Glaser stated that with both entities having common goals and <br /> needs, discussions should take place. <br /> Council Member Paar questioned the City's ability to cease the condemnation proceedings of the <br /> School District. Attorney Glaser stated that the City could proceed with the same proceedings <br /> for the same reasons and compete with the School District for the property. Attorney Glaser <br /> explained that Mr. Steffel purchased the property in 2002 when the market was extremely high, <br /> now the market is slightly rebounding from being extremely low and Mr. Steffel believes that the <br /> value should be much higher than the estimated market value the County has placed on the <br /> property. Attorney Glaser stated that with the Condemnation proceedings, fair market value is <br /> what the School District will pay for it. <br /> Discussion ensued regarding working with the Council and Committee regarding mutual needs, <br /> facility plans and etc. going forward and the benefits of working together and scheduling a future <br /> meeting. <br /> Council Member Love questioned whether the City's property located at 1737 Main Street and <br /> abutting property were included in the current plan for parking requirements and Mr. Huffinan <br /> stated no. <br /> 3. Centerville Elementary Parking Lot Design <br /> Council Member King questioned installation of a loop around to the back of the school. Mr. <br /> Huffinan stated that District Staff looked at many alternatives with the proposed design working <br /> best for the needs of the facility, safety of students and staff. Council Member Love questioned <br /> with a loop around the back of the school how it would differ from Blue Heron Elementary <br /> School. Mr. Huffinan explained that at Blue Heron buses drop off/pick up students in the rear <br /> with parents utilizing the front parking lot for drop off/pick up of students. The proposed <br /> Centerville Elementary design has parents utilizing the front for drop off/pick up of students and <br /> buses would utilize the side. <br /> Council suggested arranging a meeting with Mr. Huffman and staff regarding the proposed <br /> parking lot design and whether Council should table Items #2 and #3. Attorney Glaser <br /> questioned whether Mr. Huffinan felt that the School Board should suspend the quick take of <br /> 1709 Main Street and enter into discussions with the City. Mr. Huffman stated that the item is <br /> not on the Board's agenda for their December meeting but would be willing to request that it be <br /> placed on for consideration along with alternative suggestions for plan design. Mayor Wilharber <br /> requested that Administrator Ericson extend Council's desire to meet and discuss parking lot <br /> design, plan suggestions, mutual needs and future facility endeavors with the School Board and <br /> report back to Council at their next meeting. <br /> Discussion ensued regarding the process/procedure to protect the City's interest in the <br /> Condemnation Proceedings.
