City of Centerville <br /> Council Meeting Minutes <br /> November 12,2015 <br /> 1. Revised driveway grades should be shown on all lots. Grades greater than 8% should be <br /> avoided, with an absolute maximum of 10%. Lots 1, 6 & 7 of Block 2 to be near this <br /> grade. <br /> 2. All Emergency Overflow (EOF) locations should be verified in the field and if not graded <br /> properly, shall be corrected. A"record plan"of these lots should be provided to the city. <br /> 3. Lots 7 — 10 of Block 2 already have limited back yard space. Raising the grades here <br /> only make that worse. Lots 9 and 10 are only being raised a small amount, so it may still <br /> be acceptable,but if it can be avoided, it should. <br /> 4. The developer shall provide evidence that they have secured a maintenance contract for <br /> mowing, weed control, snow removal and the like on all vacant lots and their adjoining <br /> boulevards. <br /> Public Works Director Palzer stated that the City still has a letter of credit with Ground <br /> Development and felt that the adjustments were acceptable. <br /> Motion by Council Member Paar, seconded by Council Member Fehrenbacher,to Approve <br /> the Revised Grading Plan — Pheasant Marsh Third Addition Vacant Lots with the <br /> Engineer's Requirements Being Incorporated into an Amendment to Their Original <br /> Developer's Agreement per Legal Counsel as presented. All in favor. Motion carried. <br /> 7. 2016 Liquor & Tobacco Renewal Licensing (Subject to Successful Review & <br /> Background Checks by Police Department & All Delinquent Property Taxes and <br /> Municipal Utilities Being Paid) <br /> a. CenterMart—Tobacco <br /> b. Corner Express/Circle K—Tobacco <br /> C. Kelly's Korner—On Sale, Off Sale & Sunday Liquor <br /> d. Wiseguys Pizza—On Sale& Sunday Liquor <br /> e. Main Street Liquor Barrel—Off Sale Liquor&Tobacco <br /> f. Platinum Liquor—Off Sale Liquor&Tobacco <br /> g. COUNCIL &ADMINISTRATION ANNOUNCEMENTS <br /> Administrator Ericson stated that he attend the TEDX Talk in Fridley which featured Anoka <br /> County Historical Society's Executive Director Rebecca Ebnet-Mavencamp. He stated that this <br /> is a program of local, self-organized events that bring people together to share ideas. <br /> Council Member Fehrenbacher reported that the Police Governing Board officially swore in Pat <br /> Aldrich and Russ Blanc as Lieutenants, current funding for 2016 included the purchase of two <br /> (2) patrol vehicles, however only one (1) will be purchased due to maintenance cost <br /> Page 7 of 9 <br /> 40 <br />
