City of Centerville <br />Council Meeting Minutes <br />November 12, 2015 <br />Ericson stated at that same meeting, the City’s Downtown Redevelopment design and <br />requirements were discussed. <br /> <br />Consensus of the Council was that 1737 Main Street and the abutting property’s best use would <br />not be a pond or parking facility, does not follow the City’s Downtown Redevelopment Plan and <br />is not in the best interest of the City to be non-property tax generating. <br /> <br />Mr. Huffman introduced himself to Council, stated that the School District’s interest is based on <br />long-range facility planning, taking into consideration anticipated student population growth, <br />Rice Creek Watershed District requirements, classroom additions, etc. Mr. Huffman stated that <br />it is the desire of the School District to partner with the City regarding the growth of the existing <br />facility and accommodating/complimenting the City’s Downtown Redevelopment Plans. <br /> <br />Council Member Fehrenbacher questioned whether the School District desired to <br />acquire/condemn additional property that the City does not own within the area for utilization of <br />a parking lot. Mr. Huffman stated that the District would not be entering into similar <br />condemnation proceedings unless it was necessary to facilitate their needs. <br /> <br />2. 1709 Main Street – Ind. School Dist. #12 Condemnation Notice <br /> <br />Administrator Ericson stated that the City has received a Petition in Condemnation, a Notice of <br />Intent to take title to and possession of the property in accordance with MN State Statute 117.042 <br />for the property located at 1709 Main Street. Administrator Ericson stated that the School <br />District’s desire is to obtain the property to allow for an expansion of the existing parking lot for <br />Centerville Elementary separating parking between staff and parents and providing a safer route <br />for school bus traffic and student safety. Administrator Ericson stated that the City received <br />preliminary plans during their recent meeting with Mr. Huffman on November 10, 2015. <br /> <br />Mr. Huffman stated during the early phases of considering school bus traffic and student safety <br />for all five (5) elementary school sites, they considered adding additional parking in the rear of <br />the school. However, this because increasingly cost prohibitive due to monitoring and ensuring <br />safety to those that utilized it. District staff determined that parking should be in the front of the <br />building and the School District purchased the property located at 7124 Centerville Road earlier <br />this year. Mr. Huffman stated that he has been in discussions with the property owner, Mr. Paul <br />Steffel regarding the purchase of his property but negotiations have fallen through and in order to <br />complete their construction plans they have exercised their rights to proceed with eminent <br />domain/condemnation proceedings. <br /> <br />Council Member Fehrenbacher questioned the District’s needs versus desires and use of existing <br />property compared to what is stated within the Petition of Condemnation documents. Council <br />Member Fehrenbacher stated that there is ample room in the rear of the building to house a larger <br />parking facility but the District believes it would be cost prohibitive. <br /> <br />Mr. Huffman again stated that the Committee determined the optimum location for parking <br />would be street facing. Council Member King questioned appointments to the Committee. Mr. <br />Huffman stated that the Committee is made up of members of the District staff. <br />Page 4 of 9 <br /> <br /> <br />
