I <br />Stantec <br />Centerville <br />Planning Commission <br />Centerville Apartments -- Concept Plan March 2. 2016 <br />locating off-street parking away from CSAH 14 and CSAH 21 - Main Street and Centerville <br />Road. <br />7) Also in the M-1 District language are "special requirements", including, from Section <br />156.051 (C) {2): <br />"In making decisions about land use compatibility and dimensional criteria for uses <br />and structures, the City shall have broad discretion to protect the public health, <br />safety and welfare, and to protect the integrity of the M-1 District and surrounding <br />residential neighborhoods. Redevelopment of any parcel shall be accomplished by <br />submitting application as a Planned Unit Development." <br />8) Also from 156.051(C ) (3): "Driveway access to any use shall not be permitted from <br />Centerville Road or Main Street but rather planned side streets and alley must be used for <br />such access." <br />9) From the City parcel map it appears that the property in question is comprised of several <br />lots of record which should be combined with the school property to avoid the issue of <br />internal setbacks being required between property lines. <br />NEXT STEPS <br />To pursue a parking lot expansion the school needs to apply for a PUD under the City's zoning <br />code, following the application and submission requirements, which would include a detailed <br />site plan, landscaping plan, grading and drainage plan, lighting, and other items noted in the <br />code, plus a surrey showing how the various lots of record are arranged and the plan for <br />combining them legally for the project. The submission would be reviewed against the standards <br />in the code and the Downtown Master Plan. <br />
