Mike Ericson <br />From: Carlson, Phil < Phil.Carlson@stantec.com> <br />Sent: Monday, February 22, 2016 4:28 PM <br />To: Statz, Mark; Mike Ericson <br />Cc: Paul Palzer; Greg Burmeister, Tedd Peterson; Dan Schmitz; Teresa Bender <br />Subject: RE: Waterworks Revised Plan <br />Mike, <br />My comments on the Waterworks Plan: <br />1 } The site is guided mostly for High Density Residential in the City's Land Use Plan, up to 12 units/acre, but <br />the western 15%-20% +1- is guided Commercial <br />2) The site is zoned mostly R-3 High Density Residential, up to 12 units/acre, but the western 15%-20% is <br />zoned B-1 Commercial. <br />3) It appears that the apartment building straddles the Land Use Plan and zoning line between high <br />density residential and commercial, putting some of the project on the Commercial land. <br />4) The Commercial portion would need to be re -guided and rezoned so that the apartment project is <br />consistent with the guiding and zoning. <br />5) The site appears to be about 5 acres in size, although I don't see a size noted on the drawings. <br />6) Both the Comp Plan and the zoning note a maximum of 12 units/acre, so the site would allow up to <br />about 60 units and this project is 108 units, or about 22 units/acre. <br />7) Density of 20-25 units/acre is typical and reasonable, and more housing near the center of town is <br />generally a good thing. If the project is to go forward at the scale proposed both the Land Use Plan and <br />zoning would need to be amended. <br />8) The site plan is reasonable and parking adequate.
