City of Centerville <br />Planning and Zoning Commission <br />March 8, 2016 <br />comprehensive plan amendment to accommodate construction of an expanded parking lot at <br />1721 Westview Street. Motion carried. <br /> <br /> a. 1709 Main Street – Condemnation Proceedings <br /> <br />Administrator Ericson stated that the courts awarded the property to ISD#12 – Centennial School <br />District. <br /> <br />2. Metropolitan Council System Statement - FYI <br /> <br />Administrator Ericson stated that this agenda item would be discussed at the April meeting due to <br />the amount of time for review of the concept plan for Waterworks. <br /> <br />Due to the amount of items on the Agenda for the April meeting, this item will be placed on the <br />May agenda. <br /> <br />V. NEW BUSINESS <br /> <br />1. Review Concept Plan for Waterworks Property <br /> <br />Mr. Bill Lentch, Cities Real Estate, Carey Osborn, AHMC Properties and Attorney Brett Larson <br />from Messerli & Kramer, P.A. introduced themselves to the Planning & Zoning Commission and <br />reviewed thier presented concept plan for a 4-story, 108 unit apartment building to be constructed <br />on 7265 and 7281 Main Street. Mr. Lentch stated that he is requesting that 7281 Main Street be <br />rezoned from B-1 Commercial and 7265 Main Street also be rezoned from R-3 to a new zoning <br />district allowing for increased density and height requirements for the proposed building. Mr. <br />Lentch stated that the current owner desired that he retain a 2 acre parcel for his residence. <br /> <br />City Planner, Phil Carlson, stated that public hearings would need to take place regarding <br />rezoning, lot splits, comprehensive plan amendment and a City Code amendment for a new zoning <br />district if the Commission and Council chose. Mr. Carlson stated that a new R-4 district could <br />accomplish Mr. Lentch’s goals for height and density increases. <br /> <br />Lengthy discussion ensued regarding the proposed development; including roadway <br />improvements, driveway(s) (ingress/egress), landscaping, innovative stormwater use, timetable for <br />the project being this fall, cost of the project being $18-20 million, rent being $1,650/1 bedroom <br />unit, target market of couples without children and active couples. <br /> <br />Motion by Commissioner Koski, seconded by Commissioner Montain to schedule a public <br />hearing for April 5, 2016 to consider rezoning and a lot split/lot combination for 7265 & <br />7281 Main Street. All in favor. Motion carried. <br /> <br /> <br />2.City Code, Chapter 116: Tobacco Regulations; Sales (Hookahs, Sale of <br />Paraphernalia, Sampling, Vaping & Etc.) <br /> <br />Administrator Ericson stated that the City Council recently approved a tobacco license for <br />Ameer’s Tobacco, 1869 Main Street and Council desired the Commission to review the City’s <br />Page 2 of 4 <br /> <br />
