<br />CITY OF CENTERVILLE <br />CITY WORKSESSION MEETING <br />February 10, 2003 <br />5:30 p.m. <br /> <br />I. Ci\LL TO ORDER <br /> <br />Mayor Sweeney called the Council Worksession to order at 5:40 p.m. Present <br />at the "meeting were Councilmembers Broussard Vickers, Capra, Lee and Pam-; <br />City Administrator Kim Moore-SYkes and Finance Director Ellen Paulseth. <br /> <br />ll. DISCUSSION ITEMS <br /> <br />"2003 Budget Report and Review. Paulseth gave a report to the Council <br />regarding the budgeting process last year for the 2003 budget. She reported <br />that the previous Council wanted any extra dollal!S to be in the Streets fund <br />because of upcoming projects involving the construction of21 st Avenue, Main <br />Street and Mound Trail. She also indicated that other street reconstruction <br />projects .have been discussed. <br /> <br />Paulseth reported that most of the City's revenue comes from property taxes. <br />Other proposed revenue numbers are estimates. She indicated that money not <br />designated for the City's operation, are put in capital and other discretionary <br />funds. As such, the Council is able to spend this money on other projects. <br /> <br />Paulseth reviewed each fund with Council. Discussion continued regarding <br />the history of the various funds. <br /> <br />Council discussed the need for the City's parks. They discussed the <br />possibility of forming a joint powers agreement or some other contractual <br />arrangement whereby the cities of Lino Lakes and Centerville could share <br />park space and programs. They also reviewed the Parks maintenance <br />schedule and asked that the maintenance schedule show proposed projects as <br />well as specific projects and their estimated costs. <br /> <br />The counc.i1 reviewed the water funds and asked about the possibility of <br />constructing the new water tower for the City with these funds. Pau1seth <br />indicated that this is the fund where these funds should come from. The <br />Council voiced its interest in having a water tower and new well plan to them <br />by the first meeting in June. <br /> <br />Council Compensation. Staff reported to Council that Council could change <br />their compensation. The change in the amount of compensation could be <br />don,e by this Council but would not take effect until after the next regularly <br />
