Motion carried unanimouslv. <br /> <br />Council Member Lee indicated he would like to see the fines go toward setting up . an <br />independent compliance check. Ms. Moore-Sykes indicated that Staffhad researched the <br />matter and found that the independent contractors only provide compliance checks for <br />training plIlpOses. <br /> <br />A representative from Wiseguy's Pizza asked if it would be possible not to use a <br />Centerville police officer because the employee recognized the officer and even though <br />the minor was carded still was served because the employee could not believe that a <br />known officer would come in and try to help a minor obtain alcohol. <br /> <br />Mr. Terry Sager indicated that his employee has been doing this for 12 years and had <br />never failed but having the person with a Centerville officer lead to confusion. <br /> <br />Council Member Broussard Vickers clarified that the employees assumed that a person <br />coming in with a police officer must have been legal. She then asked whether the police <br />department usually sends an officer in with the minor. <br /> <br />Council Member Lee indicated it is customary to send a younger person in with an older <br />person to try and get the establishment to serve them both. <br /> <br />Mr. W~er indicated that he remembers both at Waterworks and at Trio where an <br />officer did accompany an underage person into the establishment, as the officer has to <br />obtain the evidence. <br /> <br />Mr. Grahek indicated that in St. Paul they use a body microphone on the underage person <br />to ensure safety but said it is. not uncommon to send an officer in to guarantee the safety <br />of the minor. <br /> <br />Ms. Wirth indicated she would like to see the fine be given to Mother's Against Drunk <br />Driving. <br /> <br />Mayor Sweeney indicated the City would take that under consideration. <br /> <br />3. Mr. Jeffrev Hanzal PrQposal- 7071 & 7073 Centerville Road Proposal <br /> <br />Council Member Capra gave a brief overview of the history of the building. <br /> <br />Council Member Broussard Vickers indicated the City was looking for a developer to <br />redevelop and rehabilitate the entire block. <br /> <br />Page 7 of 20 <br />
