City of Centerville <br />Planning and Zoning Commission <br />April 5, 2016 <br />with a project. Exec. Director Huffman stated that the District desired to receive bids for the <br />expansion in three weeks and would like the City to tell them what is needed for this project. <br />Discussion also ensued regarding specific design standards and the lack there of. <br />Mrs. Wendy Brilowski, 7124 Main Street, stated that she and her husband have resided in the <br />community for 14 years, desires for the Planning and Zoning Commission to rezone the school <br />property to P-1 and resolve the landscaping issues so that construction can commence assisting in <br />the safety of the teachers, school buses and children that attend, teach or drop off children at the <br />school. Mrs. Brilowski stated that numerous parents park on Westview Street, Centerville Road, <br />Main Street and Kelly’s parking lot when activities are taking place at the school. <br /> <br />Mr. George Burr, 1693 Peltier Lake Drive, stated that the voters have spoken regarding the levy <br />and they approve of improvements at the District’s schools and safety should be the number <br />priority of the school and City. <br /> <br />Mr. Tyler Brigl, 1295 Mound Trail, stated that he moved to the City due to the School District and <br />their reputation for being ranked better than 90% of the country and 95% of the rest of the state in <br />2011. <br /> <br />Mr. Jonathan Hakes, 7250 Main Street, stated that residents take pride in the City, the importance <br />for safety of all users of the school and its grounds. Mr. Hakes also stated that he believes the <br />screening and lighting are the issue along Main Street. <br /> <br />Upon receiving all comments from the public, Chairperson Mosher requested a motion to close the <br />public hearing. <br /> <br />Motion by Commission Member Mosher, seconded by Commission Member Montain to <br />close the Public Hearing at 7:24 p.m. <br /> <br />Due to the number of audience members, it was suggested that the item be considered at this time <br />to alleviate those who came for just this item and provided an opportunity for others to participate <br />in additional items on the agenda. <br /> <br />Motion by Commission Member Montain, seconded by Commission Member Koski to <br />Recommend to Council Approval of the Requested Rezone and Comprehensive Plan <br />Amendment of parcels PIN #’s 23-31-22-21-0023, 23-31-22-21-0024, 23-31-22-21-0025 and <br />23-31-22-21-0022 From M-1 (Mixed Use) to P-1 (Public/Institutional). All in favor. Motion <br />carried. <br /> <br />Centerville Elementary School Principal, Mr. Wayne Whitman discussed that the School District <br />desires to ensure the safety of all that utilize the school and that one in five of the students are <br />open enrolled which means that their parents deliver them to the school instead of utilizing busing <br />services. <br /> <br />Discussion from Commission Members ensued regarding traffic and safety issues for some time <br />regarding the school, but being that the parking lot abuts Main Street and the City’s downtown <br />area it should be less invasive and more eye-appealing than just a parking lot. <br />Page 3 of 7 <br /> <br />
