City of Centerville <br />Planning and Zoning Commission <br />April 5, 2016 <br />Motion by Commission Member Montain, seconded by Commission Member Twohy to <br />Recommend Council Conditional Approval with an improved landscaping and urban design <br />plan that meets the City’s Engineering (Stantec’s) approval. All in favor. Motion carried. <br /> <br />There was no motion to take action on the School’s request to vacate city easements/right-of-ways <br />or roadways. <br /> <br />The Chair provided for an eight (8) minute recess. <br /> <br /> <br />3.7265 & 7281 Main Street – Request for Replat of Land, Potential for Modifications to <br />City Code 153 (Subdivision-Land Use) and City Code 156 (Zoning Code4) or Other <br />Land Use Ordinances & Comprehensive Plan Amendment to Accommodate <br />Construction of a 108 Unit, 4-Story Apartment Building (Mr. Bill Lentch, Cities Real <br />Estate) <br /> <br />Chairperson Mosher opened the public hearing at 7:35 p.m. <br /> <br />Mr. Bill Lentch, Cities Real Estate, introduced himself to the Commission and stated that he is <br />removing his request for the construction of a 108 Unit, 4 Story Apartment Building and just <br />requesting rezoning/lot split/lot combinations of the properties. Mr. Lentch stated that the firm <br />that was interested in renting units in his concept plan has pulled out. <br /> <br />Mrs. Jennifer Cherry, 1299 Mound Trail, stated that the existing building is an eyesore and should <br />be removed. Mrs. Cherry also suggested leaving 7281 Main Street zoned B-1 and using it for a <br />Commercial purpose such as a restaurant. <br /> <br />Mr. Johnathan Hakes, 7250 Main Street, stated that he was not in favor of rezoning the B-1 parcel <br />to R-3 prior to plan for development being submitted, feels that the process is underhanded, <br />questioned whether property values will change, does not want to live across the street from an <br />apartment building and has concerns regarding traffic on Main Street. <br /> <br />Ms. Kim Ganzel, 1339 Mound Trail, questioned the need for exceeding the City Code’s <br />requirements regarding height and units, requested that a stipulation be placed on the property <br />owner regarding if 7281 Main Street were to be rezoned to R-3 the units should be limited to the <br />Code along with height requirements, that she felt that the development should be a mix of <br />housing and she had concerns regarding the amount of docks and lake usage. <br /> <br />Mr. Frank Zimney, 7252 LaValle Drive, stated that he desired for the City to maintain the small- <br />town feel of the community. <br /> <br />Mr. Tyler Brigl, 1295 Mound Trail, stated that he desires to also keep the small-town feel of the <br />community, does not believe that this development will lessen his property taxes except for <br />devaluing it, does not like high-density in this local and believes it should be away from the lake, <br />has concerns regarding lake usage and docks, wonders why the City has not condemned the <br />existing building and believes that the site is much more suited for single family homes or <br />townhomes. <br />Page 4 of 7 <br /> <br />
