City of Centerville <br />Planning and Zoning Commission <br />April 5, 2016 <br />Mr. Lloyd Drilling, 7121 Mound Trail, stated that he was on the Planning & Zoning Commission <br />in the ‘80s when it was zoned R3 and 7281 Main Street remained B-1 because of the Waterworks <br />building and business. The Planning & Zoning Commission at that time envisioned townhomes <br />for the larger site. <br /> <br />Mr. Sean Laidig, 1275 Mound Trail, questioned how much Mr. Lentch has spent on research <br />regarding marketing, the condition of the existing building, environmental impacts of the rezoning <br />and water quality of the lake as being key to Centerville and residents. <br /> <br />Mr. Paul Degler, 7264 Mound Court, stated that he felt that if the Commission approved the <br />rezoning without a plan for construction was putting the horse before the cart. <br /> <br />Ms. Kim Ganzel, 1339 Mound Trail, agreed with Mr. Degler and desired to stop the project. <br /> <br />Mr. Jeff Magdik, 7271 Main Street, was concerned for traffic on Main Street, stated that a large <br />building could compromise his building site and he would prefer not to have rental property near <br />his building site. <br /> <br />Mr. William Loye, 6933 LaMotte Drive, Lino Lakes, stated that he desired them to just rezone the <br />B-1 to and R-3 to R-2 and be done with it. <br /> <br />Motion by Commissioner Member Montain, seconded by Commissioner Member Koski to <br />close the public hearing at 8:34 p.m. All in favor. Motion carried <br /> <br />Lengthy discussion took place regarding the removal of a 108 unit, 4 story apartment building, the <br />owners right to building within the confines of the City Code or request additional avenues to <br />obtain something different, the right to due process and the requests to rezone the B-1 to R-3 and <br />the R-2 to R-3 with the proposed DeFoe home site to be rezoned from R-3 to R-2. Discussion also <br />took place regarding the removal of the existing building, the floodway on 7281 Main Street, <br />rezoning without a plan and the City’s needed update to their Comprehensive Plan guiding <br />development into the future and previous actions of the Planning & Zoning Commission and <br />Council’s desired/anticipated growth of the parcels. <br /> <br />Motion by Commissioner Montain, seconded by Commissioner Mosher to Recommend to <br />Council rezoning the R-2 sliver of 7281 Main Street to R-3. Commissioner Montain Aye, <br />Commissioners Mosher, Koski, Johnson and Twohy Nay. <br /> <br />Discussion ensued regarding a plan proposal prior to rezoning and the appearance of Mr. DeFoe at <br />the meeting. It was stated that as the purchaser, Mr. Lentch has the same authority to request the <br />rezone as the property owner and Mr. DeFoe signed off on the requests. <br /> <br />Motion by Commissioner Koski, seconded by Commissioner Twohy to Recommend to <br />Council to take no action on the submitted applications until more “concrete plans” were <br />submitted.
