<br />program in which roll-offs would be available immediately for <br />communities that they haul for at rates established at the time of the <br />contract renewal and that these rates would be good for 5 years, the length <br />of the contract. <br /> <br />· Single Sort Recycling - Mr. Boyum was proposing to add an addendum to <br />the current contract that outlines the Single Sort Recycling program. If the <br />Council approves this program at tonight's Council meeting, the recycling <br />canisters will be delivered to the City by March 1 st and Waste <br />Management will work to educate the residents about the program by <br />April 1 st. <br /> <br />· Delinquent Accounts - We discussed the feasibility and possibility of the <br />City discontinuing certifying delinquent accounts for Waste Management. <br />The situation that we run into is that by State statute, everyone is required <br />to have garbage pick up. If Waste Management is not paid for their <br />services, their only recourse is to discontinue service to that property <br />owner. In order to continue this service, it was determined that cities <br />could, with the establishment of an ordinance, certify delinquent accounts <br />to the property taxes, much like we do with utility billings. <br /> <br />After much discussion, Staff and Mr. Boyum have determined a plan that <br />will provide for quarterly review of the accounts to determine which ones <br />are delinquent and to insure full disclose of pertinent information to the <br />appropriate person(s). All property owners with delinquent accounts will <br />be sent a letter from Waste Management advising them of the date and <br />process for certifying their delinquent account to their property taxes. <br />This communication will continue quarterly until the certification process <br />is initiated. <br />
