Home rule charter cities should check <br />their charters for similar infonnation for this position, if it exists in <br />their city. <br /> <br />C. Appointment and removal <br /> <br />MinD. Stat. ~ 412.111 <br /> <br />The city administrator is a position that is created by council <br />ordinance or resolution. As such, the council has the power to define <br />the duties and responsibilities of its administrator, as well as the <br />power to hire and remove individuals in the position. <br /> <br />The appointment and removal process will vary depending upon the <br />type of city, as well as other factors, such as personnel policies, <br />employment contracts, and the ordinance or charter provision that <br />created the position. Although department heads are generally <br />exempt from the veterans' preference removal requirements, whether <br />or not they apply will depend upon the specifics of the situation and <br />the type of responsibilities that are given to the administrator. A city <br />council that is seeking to remove its city administrator should <br />consult with its city attorney before beginning the removal process <br /> <br />Home rule charter cities should check their city charters for <br />appointment and removal procedures.
