MEMO DATE: January 14,2003 TO: FROM: RE: Honorable Mayor and Council Members Mary Capra City Festival - Parade and Fireworks ...................................................................................... Background: The previous council made a decision to support the city festival with a flat amount of$10,000.00, which the council stipulated was only to be used to fund the parade and the fireworks. This decision was decided upon due to these two events are free to the residents and visitors to enjoy. It was the previous council determination this was a fair decision and eliminated the cities financial responsibility in all other events during the festival. Actions Taken: · The previous council did budget $10,000.00 in the 2003 budget for this event. · The parade committee chair Mr. John Thill presents each year to the city council a detailed budget and the parade has always come in at or below their budget. · Mr. Thill has been working to make the parade a success for the past ten years. He and his parade volunteers have brought it to what it is today. I have spoken and asked Mr. Thill if he would be willing to organize the parade again this year and he has stated he would if his budgeted amount is the same as last year. Actions for Consideration: · The city would need to approve the disbursement of funds to the Centerville Lions Organization with the stipulation it is to be used to fund the parade and fireworks. · The Centerville Lions Organization will submit to the City an accounting of where the monies have been spent. · Last year the council approved the balance remaining from the parade budget (I believe it was about $650.00) for the purchase of parade route flags so the city would not have to borrow flags from the City of Forest Lake. If the council desires I would ask this request be reaffirmed for Mr. Thill.
