<br />. , <br /> <br />METRO DIGEST <br /> <br />securing the loan agreement. <br /> <br />following regional trails: <br /> <br />· approved the 2002 Metropolitan Agencies <br />Personnel, Ethical Practices and <br />Communication Activities report for <br />transmittal to the Minnesota Legislature. <br /> <br />a. the "Brooklyn Center/ <br />Robbinsdale Corridor" as <br />described in the "First Tier <br />Trails, Greenways and Parks <br />Master Plan" (Referral 18693- <br />1); <br /> <br />· updated the Council's Post Retirement <br />Policy. <br /> <br />· accepted the Minnesota State Auditor's <br />Management and Compliance Report for the <br />Metropolitan Council for year ended <br />December 3 l, 200 l, which was presented to <br />the Audit Committee on November 12, <br />2002. <br /> <br />b. the "Crystal/Robbinsdale <br />Corridor" as described in the <br />"First Tier Trails, Greenways <br />and Parks Master Plan;" <br /> <br />· authorized its Regional Administrator to <br />renew property insurance with FM Global <br />from January 1, 2003, through December <br />21,2003, for an amount not to exceed <br />$1,041,158. <br /> <br />c. the "New Hope/Crystal/Golden <br />Valley Corridor" as described in <br />the "First Tier Trails Greenways <br />and Parks Master Plan; <br /> <br />d. the "Edina/Richfield Corridor" <br />as described in the "First Tier <br />Trails, Geenways and Parks <br />Master Plan; and <br /> <br />· approved resolutions adopting the Council's <br />2003 Unified Operating Budget, related tax <br />levies, the 2003-2012 Capital Improvement <br />Program and 2003 Capital Budget. <br /> <br />I. adopted the final statement of findings <br />and conclusions included in the hearing <br />report and directed staff to make the <br />amendments to the Regional Recreation <br />Open Space Policy Plan recommended <br />therein; <br /> <br />e. the Northeast Diagonal Corridor <br />encompassing the Burlington <br />Northern Railroad right-of-way, <br />which is being planned for <br />transit and trail use according to <br />the submitted testimony, and <br />can connect to regional trails on <br />the Mississippi River in <br />Minneapolis with Grass- <br />Vadnais-Snail Lake Regional <br />Park and Highway 96 Regional <br />Trail in Ramsey County. <br />Designate the Northeast <br />Diagonal Corridor as a regional <br />trail under a new "Category F - <br />being master planned for shared <br />use with transit of this right-of- <br />way in the future. <br /> <br />Parks <br /> <br />· reviewed the public hearing findings/ <br />recommendations to adopt sections of the <br />"First Tier Trails, Greenways and Parks <br />Master Plan" as an amendment to the <br />Regional Recreation Open Space Policy <br />Plan and took the following actions: <br /> <br />2. adopted Resolution No. 2002-43 <br />amending the Regional Recreation <br />Open Space Policy Plan to add the <br /> <br />3. requested Three Rivers Park District <br />to prepare master plans for those <br />trails numbered a) to d) in the <br />previous recommendation in <br />consultation with affected local <br /> <br />Page 4 <br /> <br />December 2002 <br />
