<br />MRTRO DIGEST <br /> <br />governments. Three Rivers Park <br />District should prepare a master <br />plan for the Northeast Diagonal <br />Corridor jointly with Ramsey <br />County (Regional Rail Authority <br />and Parks Department), Hennepin <br />County Regional Rail Authority and <br />the Minneapolis Park and <br />Recreation Board, since the trail <br />would include right-of-way <br />traveling through those <br />jurisdictions. All trail master plans <br />should be submitted to the <br />Metropolitan Council for review <br />and approval in order for such trails <br />to be eligible for funding in the <br />regional parks Capital Improvement <br />Program. <br /> <br />Trail and took the following actions: <br /> <br />1. authorized a grant of $53,000 from Part <br />4 of the 2002-2003 Metropolitan <br />Regional Parks CIP to Dakota County to <br />finance 40% of the $133,000 needed to <br />acquire a permanent easement for the <br />Mississippi River Regional Trail and <br />associated trail trailhead on the <br />Malcolm Property as illustrated; <br /> <br />· reviewed a request from Washington <br />County for Part 4 Capital Improvement <br />Program (CIP) funds to partially finance Big <br />Marine Park Reserve land acquisition and <br />reimbursement authorization in a future <br />Regional Parks CIP and took the following <br />actions: <br /> <br />2. encouraged the Minnesota Department <br />of Natural Resources (DNR) to develop <br />an interpretive trail on land cleared for a <br />natural gas pipeline in the Pine Bend <br />Development property as a way to <br />provide opportunities for regional trail <br />users to view the Mississippi River and <br />the vegetation and wildlife in the <br />Scientific and Natural Area; and <br /> <br />3. carried over any unobligated funds from <br />Part 4 of the 2002-2003 regional parks <br />CIP to Part 3 of the 2004-2005 regional <br />parks CIP as a way to maximize the use <br />of Council bonds for regional park <br />system land acquisition. <br /> <br />1. authorized a grant of up to $500,000 <br />from Part 4 of the 2002-2003 <br />Metropolitan Regional Parks CIP to <br />Washington County to finance 40% of <br />the $1,250,000 needed to fully finance <br />the acquisition of three parcels totaling <br />27.4 acres in Big Marine Park Reserve; <br />and <br /> <br />Rel:!:ional Growth Policv <br /> <br />· reviewed the city of Hugo's Comprehensive <br />Plan Amendment, plan modification <br />response and Everton Avenue Area Plan and <br />adopted the Review Record with the <br />fo Howing recommendations: <br /> <br />2. considered reimbursing up to $750,000 <br />in a future Regional Parks CIP for <br />Washington County's expenditures to <br />acquire the three parcels in Big Marine <br />Park Reserve. <br /> <br />1. advise the city of Hugo that it may put <br />its Comprehensive Plan Amendment <br />into effect with no required <br />modification; <br /> <br />· reviewed a request from Dakota County for <br />Part 4 Capital Improvement Program (CIP) <br />Funds to partially finance a trail easement <br />and trailhead for Mississippi River Regional <br /> <br />2. advise the city of Hugo that it must <br />submit a Comprehensive Sewer Plan, or <br />a Tier II Plan, to the Council for final <br />approval after adoption of the <br />Comprehensive Plan Amendment and <br />prior to construction of any sewer <br /> <br />Page 5 <br /> <br />December 2002 <br />
