<br />"Problem Materials" means a material that, when it is processed or disposed of with mixed
<br />municipal solid waste, contributes to one or more of the following results:
<br />(1) the release of a hazardous substance, or pollutant or containment, as defined in
<br />section 115B.02, subdnnsi')Ds 8, 13, and 15;
<br />(2) pollution of water as defined in section subdivision 13;
<br />(3) air pollution as defined in ~ection 116.06, subdivision 4; or
<br />(4) a significant threat to the ~jate or efficient operation of a solid waste facility.
<br />
<br />Recyclable Materials" means materials that are separated from mixed municipal solid waste for
<br />the purpose of recycling, including paper, glass, plastic and metals. Refuse-derived fuel or other
<br />material that is destroyed by incineration is not a recyclable matelia1.
<br />
<br />"Recycling" means the process of collecting and preparing recyclable materials and reusing the
<br />materials in their original form or using them in manufacturing processes that do not cause the
<br />destruction or recyclable materials in a manner that precludes further use.
<br />
<br />"Refuse" means solid waste from residences, including garbage and rubbish, and specifically
<br />excluding yard waste, recyc1ables and toxic and hazardous waste. Refuse excludes industrial,
<br />commercial, agricultural, and construction garbage or rubbish and wastes.
<br />
<br />"Residential Dwelling Unit" means any habitable room or rooms located within a dwelling and
<br />used as a single habitable unit with facilities which are intended to be used for living, sleeping,
<br />cooking, and eating.
<br />
<br />"Rubbish" means inorganic solid waste, including ashes, consisting of both combustible and
<br />noncombustible waste, such as wood, bedding, crockery, and other non-reusable waste. Rubbish
<br />also includes non-recyclable types of glass, cardboard and metal.
<br />
<br />"Solid Waste" means garbage, refuse, sludge, from a water supply treatment plant or air
<br />contaminant treatment facility, and oLiu ~'lscarded waste materials and sludges, in solid,
<br />semisolid, liquid or contained gaseous form, resulting from industrial, commercial, mining and
<br />agricultural operations, and from cOlumUillty activities but does not include solid or dissolved
<br />material in domestic sewage or other cummon polluhmts in water resources, such as silt,
<br />dissolved or suspended solids in industrial waste water eiI1uents or discharges which are point
<br />sources subject to permits under section 402 ofthe Federal Water Pollution Control Act, as
<br />amended, dissolved materials in irrigation retum nows; or source, special nuclear, or by-product
<br />material as defined by the Atomic Energy Act of 1954, as amended. (source: MS 116. 06)
<br />
<br />"Source Separation" means recyclable materials that have been prepared and separated by
<br />material category, by the generator, for drop-off or collection. (e.g. cans, glass, paper, plastics,
<br />etc.)
<br />
<br />Waste Management" means activiti~s which are intended to affect or control the generation of
<br />waste and activities, which provide for or control the collection, processing and disposal of
<br />waste. .
