For more information, call Sandi Dingle at (651) <br />602-1312. <br /> <br />The Commission: <br /> <br />· reviewed a request from Dakota County for <br />Part 4 Capital Improvement Program (CIP) <br />Funds to partially finance a trail easement <br />and trailhead for Mississippi River Regional <br />Trail and recommended that the <br />Metropolitan Council: <br /> <br />I. authorize a grant of $53,000 from Part 4 <br />of the 2002-2003 Metropolitan Regional <br />Parks CIP to Dakota County to finance <br />40% of the $133,000 needed to acquire <br />a permanent easement for the <br />Mississippi River Regional Trail and <br />associated trailhead on the Malcolm <br />Property as illustrated; <br /> <br />2. encourage the Minnesota Department of <br />Natural Resources (DNR) to develop an <br />interpretive trail on land cleared for a <br />natural gas pipeline in the Pine Bend <br />Development property as a way to <br />provide opportunities for regional trail <br />users to view the Mississippi River and <br /> <br />Page 9 <br /> <br />the vegetation and wildlife in the <br />Scientific and Natural Area; and <br /> <br />3. carry over any unobligated funds from <br />Part 4 of the 2002-2003 regional parks <br />CIP to Part 3 of the 2004-2005 regional <br />parks CIP as a way to maximize the use <br />of Council bonds for regional park <br />system land acquisition. <br /> <br />· reviewed the North Mississippi Regional <br />Park Master Plan Amendment and <br />recommended that the Metropolitan Council <br />approve the plan amendment thus making <br />the $750,000 estimated development cost <br />eligible for reimbursement from the <br />Metropolitan Council. The funding <br />includes $358,000 from the 2002-2003 <br />Capital Improvement Program (CIP) request <br />for North Mississippi that was not funded in <br />2002. Currently those funds are part of the <br />CIP funding recommended by the <br />Legislative Commission on Minnesota <br />Resources (LCMR), pending final approval <br />by the 2003 Legislature. The difference of <br />$392,000 will likely be requested from <br />Regional Park Bond interest earnings per <br />the legislation directing those funds to <br />North Mississippi Regional Park. <br /> <br />Metropolitan Sports Facilities Commission <br />(MSFC) <br /> <br />Metropolitan Sports Facilities Commission offices are <br />located at 900 South 5th St., Minneapolis, MN 55415.
