City of Centerville <br />Council Meeting Minutes <br />September 28, 2016 <br />route for the distribution center, its construction and the City’s infrastructure protection. City <br />Administrator Ericson stated that that would be discussed next. <br /> <br />st <br /> <br />2.21 Avenue Development Agreement <br /> <br />Administrator Ericson stated that Staff has worked diligently with the City of Lino Lakes <br />st <br />regarding the construction of the distribution center located along 21 Avenue within the last <br />month. <br /> <br />Legal Counsel Glaser stated that the project is located in the City of Lino Lakes, however, the <br />st <br />main entrance to the project site is a shared roadway (21 Avenue) and needs to be extended to <br />accommodate this building. He stated that the key is to protect the City’s infrastructure and <br />interests going forward with the roadway extension and existing roadways that are being utilized <br />for hauling of dirt and construction materials to and from the site. He also addressed the need for <br />easements associated with the construction of the roadway extension. He explained that the City <br />of Lino Lakes will carry the largest amount of responsibility with the development. Centerville <br />will provide inspection(s) regarding the development of the roadway, obtain security and if <br />insufficient have the ability to specially assess the property for those deficiencies, and obtain a <br />cash escrow for both administrative and engineering fees. <br /> <br />Administrator Ericson reported that the City of Lino Lakes had approved a similar Developer’s <br />Agreement and larger escrow as the project is within their community. <br /> <br />Lengthy discussion was had regarding the possibility of this development opening abutting <br />properties within Centerville to development, potential for additional roadway extension, the <br />possible elimination of Fairview Street, types of development, marketing of the available <br />properties, and the potential for additional easements that were not contained in the Developer’s <br />Agreement. Legal Counsel stated that he is aware that he previously saw an easement regarding <br />the missing item and would ensure that it was included if need be. He stated that the City of <br />Lino’s easements are a part of the plat. <br /> <br />Motion by Council Member Paar to Approve the Developer’s Agreement with the <br />Presented Easements as presented and if an Additional Easement is Needed it would be <br />Brought back to Council for Approval, seconded by Council Member Love. All in favor. <br />Motion carried. <br /> <br />IX. COUNCIL & ADMINISTRATION ANNOUNCEMENT <br /> <br /> <br />1.Administrator Ericson <br /> <br />a.Connexus Energy – Meter Replacement <br /> <br />Administrator Ericson reported that Connexus Energy would commence replacement of 100,000 <br />meters on the north side of CSAH14. He stated that Council Member King contacted Connexus <br />Energy to ascertain whether a customer had the right to refuse replacement and they do. <br /> <br />Page 4 of 5 <br /> <br /> <br />
