Documenting Easements and Maintenance Obligations in the Findings section states: "Per <br />C S(a), when an existing regional BMP is proposed to manage stormwater runoff, the applicant shall <br />show the BMP is subject to maintenance obligations enforceable by the District The existing <br />maintenance letter submitted under permit 05-110 is not considered acceptable. Applicant must update <br />maintenance obligations in a manner acceptable to the District. " <br />Further, I request that the City shall confirm and warrant that all work required of the City as owner of the <br />property by the RCWD has been done or will be done to the RCWD's satisfaction prior to my closing on <br />the purchase of the Property so that no further work will be required of me unless it is the direct result of <br />my construction plans for improvements on the Property. I also request that the City provide me with <br />complete copies of all documents and maintenance agreements that attest to the work the City has done <br />on the Property. <br />Soils Conditions <br />I understand that Jay Thorson has talked with Centerville's City Engineer and you regarding soil <br />conditions on the property. Jay has also had soil borings done on the building site. I understand these <br />borings revealed that organic soils remain on the Property and may need to be corrected. I expect that if <br />further work needs to be done to correct soils in order to make the Property buildable for my planned <br />improvements that the City will pay for any additional cost. I understand that Jay Thorson will be <br />obtaining additional reports that describe any conditions that need to be corrected. He will submit a copy <br />of any such reports to you together with a bid for the work from a qualified excavator. He will then <br />authorize the corrective work required with the understanding that the City will pay the additional cost. <br />Proposed Fees and Charges — I have reviewed a list of proposed fees and charges from the City based <br />on the improvements planned for the Properly (see copy attached). Several of the proposed fees and <br />charges appear to be redundant. Other proposed fees and charges are typically paid by the land developer <br />(in this case the City of Centerville) and subsequently reflected in the land price paid by a buyer. <br />I am prepared to pay the following fees and charges shown on the attached summary: <br />Building Permit $13,109.49 <br />Plan Review 8,521.17 <br />State Surcharge 1.110.00 <br />Sub -total $22,740.66 <br />Water Access Charge (WAC) $10,027.00 <br />Sewer Access Charge (SAC) 1 1,18M <br />Sub -total $21,209.50 <br />73 <br />17 <br />
