April 26, 2017 <br />File: 193803811 <br />Attention: Mike Ericson <br />City Administrator <br />City of Centerville <br />188o Main Street <br />Centerville, MN 55038 <br />Reference: City of Centerville Local Water Plan <br />Dear Mike, <br />Attached is the proposal to update the City of Centerville's Local Water Plan (LWP). All <br />communities in the seven -county metropolitan area are required to have a local water plan as a <br />chapter of the City's local comprehensive plan, as detailed in new Minnesota Rules 841o.o16o <br />(amended July 2015). Cities must adopt a LWP not more than two years before the local <br />comprehensive plan is due. The previous LWP (formerly the City of Centerville Surface Water <br />Management Plan) was updated in 2012. Therefore, under the new Minnesota Rules 841o.o16o, <br />an update to the LWP is required as part of the local comprehensive plan by December 31, 2018. <br />In order to facilitate review from the Rice Creek Watershed District and the Metropolitan Council, <br />we will need to submit the updated Centerville LWP to these agencies by July 31, 2o18. After <br />approval of the LWP by the Rice Creek Watershed District and the Metropolitan Council, the City <br />must adopt and implement its plan within 12o days and amend its official controls within 180 <br />days. <br />To become familiar with new regulations implemented by the Rice Creek Watershed District, as <br />well as the LWP update timeline, we attended the Rice Creek Local Water Plan workshop, along <br />with City of Centerville Public Works Director Paul Palzer, and Lead Project Inspector Greg <br />Burmeister. <br />Thank you for the opportunity to serve the City of Centerville by completing an update to the <br />LWP. <br />Sincerely, <br />STANTEC <br />Mark Statz, PE <br />City Engineer <br />Design with community in mind <br />86 <br />
