Stantec will review each objective and <br />policy and recommend revisions to the City based on requirements of the <br />watersheds and other agencies with jurisdiction in the City of Centerville that <br />are currently stricter than the City's requirements. Specific RCWD regulations <br />require that the City address 1) its volume debit and how to the City plans to <br />address this debit, 2) strategies in place to manage water volumes in land- <br />locked areas to minimize flooding, and 3) opportunities for stormwater reuse. <br />vi. Water Resources Management Plan: The water resources management <br />plan section highlights the requirements the City currently enforces to meet the <br />water resources management objectives and policies section. We will review <br />this section and make revisions based on the new requirements. We will also <br />review the City's official controls to ensure we are staying consistent with your <br />codes and ordinances. If we feel your ordinances and codes could be updated <br />during our review, we would make those recommendations to the City. We will <br />specifically review the water quality section to ensure the protection methods in <br />place are adequate to meet the official controls. This section will also include an <br />assessment of the existing and potential water resources related problem within <br />the City, and potential funding opportunities for the City. Reuse opportunities <br />will be identified, in accordance with RCWD's rules. <br />vii. Implementation Program and Capital Improvement Projects (CIP): <br />Stantec will work with the City to update your implementation plan. We will <br />evaluate the items in the current Capital Improvement Plan (CIP) in section 8 <br />of the LWP and determine what items have been accomplished, what items are <br />no longer applicable to the CIP, and what items have yet to be completed. To be <br />in compliance with the new regulations, we will create a CIP table to include the <br />schedule of each project, the estimated cost of each project, and the funding <br />source of each project, in addition to a year by year analysis. This table will <br />prioritize the nonstructural, programmatic, and structural solutions we have <br />identified. An additional table will be created that describes each component of <br />the implementation program that will detail the schedule, estimated cost, and <br />funding sources for each component including annual budget totals. As part of <br />the implementation plan, Stantec will clearly define the roles and <br />responsibilities of the community for carrying out the implementation <br />components of the LWP. <br />viii. Stormwater Charges: This section discusses the stormwater utility fees that <br />are charged to City residential, commercial, industrial properties as well as new <br />development. We do not anticipate a change to the stormwater utility fee <br />section. If the City would like to revisit this section and update, Stantec can <br />work with the City to update their stormwater utility fee for an additional fee. <br />ix. Amendment Procedures: The current amendment procedures section of <br />the LWP discusses the amendments and future updates process.
