(WSB) is pleased to present this proposal <br />to the City of Centerville to provide professional services for the creation of the 2040 Comprehensive <br />Plan Update. The City's 2030 comprehensive plan is a solid foundation from which to construct the City's <br />2040 Comprehensive Plan. Below is a listing of the proposed components to completing the Centerville <br />2040 Comprehensive Plan, and the cost for completion of these tasks. The proposal assumes WSB <br />completing only the required elements on the Metropolitan Council's checklist. WSB is also aware of <br />and will utilize the eight hours of Metropolitan Council GIS production assistance that the City has <br />secured. City staff will be providing guidance, comments and existing information for the production of <br />the 2040 comprehensive plan. We are happy to refine this scope, based on further conversation with <br />Centerville. <br />Task One: Plan Development <br />1.1 Redline review of 2030 Comprehensive Plan addressing the 2015 System Statement from the Met <br />Council for requirements of the City's 2040 Comprehensive Plan with specific focus on downtown <br />planning. <br />1.2 Housing Component. WSB Staff will compile all appropriate GIS and other data on housing. <br />1.2.1 Prepare exhibits including charts of the existing housing stock by age, type, tenure and value; <br />any institutional, senior, or subsided housing; and a map of owner -occupied housing units by value. <br />1.2.2 List of Centerville affordable housing tools and list the barriers to implementing additional tools <br />in compliance with the Metropolitan Council's Housing Policy Plan. <br />1.2.3 Create goals and implementation steps regarding housing based on existing community vision. <br />1.3 Demographic Component.
