A summary of the <br />facts involved is presented below: <br />Where water is available <br />o 109 users are not hooked to city water <br />0 This results in the loss of w0 WAC fee per resident <br />o 42 of those have not paid for their portion of construction costs for the <br />water main and lateral pipe to their property. <br />0 This results in the loss of the $6,500 "Lateral Fee" per resident <br />o Total of +/- $500,000 in unrecovered capital costs <br />o Deadline to hook to water is 12/31/17 for all but 6 residents <br />o All 109 members of this group have been notified of their obligation to <br />connect <br />[Ateral.Fee <br />The current Lateral Fee is $6,500. This Fee has not increased in many <br />wears and is currently undervalued. <br />Staff proposes a new Lateral Fee for 2018 of $8,000. <br />Given the short time period before this deadline passes, staff's recommendations are to <br />change the trigger(s) to connect to City water: <br />Send a letter to all 109 landowners with the following information <br />• Deadline history reminder — 12/31/17 <br />• Deadline will be waived for those who have paid a Lateral Fee. <br />• For those who have not paid a Lateral e:"'. will be waived if that <br />Fee is paid at the 2016 rate ($6,500) <br />Payment plans could be arranged for up to 5 years by assessment <br />to the property. <br />Eb <br />
