City of Centerville <br />Council Meeting Minutes <br />March 22, 2017 <br />would start the process of obtaining software and equipment to inventory and catalog the <br />items. He reported that he would oversee the grant and gain assistance from the <br />Maplewood Historical Society and Ms. Rose Kubiatowicz, Have Gloves Will Travel, <br />LLC, will be completing the cataloging of items. <br />Administrator Ericson stated that Staff is excited to commence the first phase of heritage <br />preservation in Centerville. Mayor Paar stated that the Dupre family was one of the first <br />families in Centerville, have been very generous with the City in providing their family <br />treasures for display at last year's Fete des Lacs celebration and providing the City with <br />this opportunity. Council thanked Mr. Perrault for his grant writing abilities. <br />Council Member Koski, seconded by Council Member King to Authorize Staff to <br />Entering into the Minnesota Historical Society Grant Agreement as presented. All <br />in favor. Motion carried. <br />2. City Code 111, Liquor Regulations <br />a. Kelly's Korner Request for Amendment <br />Administrator Ericson stated that upon the request of the owners of Kelly's Korner, they <br />would desire for Council to consider allowing On -Sale, Sunday licensees, that meet the <br />definition of a restaurant, club, bowling center or hotel with a seating capacity for at least <br />30 persons, to commence at 8:00 a.m. with the sale of alcohol coinciding with State <br />Statute. Ms. Vicki Byrne and Mr. Jeff Schultz believe that their business needs to be <br />competitive as clients have stated that they are traveling outside of Centerville to <br />obtain/be served an alcoholic beverage with their Sunday breakfast. <br />City Attorney Glaser noted the close proximity of the elementary school to two (2) of the <br />eligible licensees and stated that there could be some concern for special events held at <br />the school. <br />Discussion ensued regarding eligible licensees (Kelly's Korner, Southern Rail, and <br />Wiseguys), special licenses, additional fees, regulation, concerns for outdoor noise and <br />activities, Off -Sale licensees having the new ability to sell commencing July 1, 2017, and <br />needed notification of the Church and school of a modification if deemed appropriate. <br />Council Member King was extremely concerned for additional outdoor noise that could <br />arise for this modification, the Centennial Lakes Police Departments policing of noise <br />and other residents that could be affected by this proposed ordinance amendment. <br />Motion by Council Member Love to Amend City Code 111 to Allow Eligible On - <br />Sale, Sunday Licensees to Commence Serving Alcohol at 8:00 a.m. per MN State <br />Statute. <br />Attorney Glaser stated that striking City Code, Chapter 111.07, subsection (F) would <br />allow for 8:00 a.m. serving. <br />Page 4 of 6 <br />
