City of Centerville <br />Council Meeting Minutes <br />March 22, 2017 <br />Lengthy discussion ensued by Council regarding whether the City was considered the <br />developer with the Shovel Ready sites, the delayed requests from Ruffridge Johnson, the <br />first agreement withdrawal, full purchase price and request for fee reductions. Council's <br />repeated its desire to work with Ruffridge Johnson, whether the property was marketed at <br />the fair market value price versus discounting at this point. There were several versions <br />of building plans being submitted by Ruffridge Johnson, due diligence period ending in <br />eight days and the need to review the City's fee schedule. <br />Attorney Glaser stated that the "Shovel Ready" program came together very quickly by <br />DEED to spur economic growth and City's invested in the program anticipating receiving <br />benefits from DEED and their marketing. <br />Motion by Council Member Love, seconded by Council Member Montain to Reduce <br />the Purchase Price of 2065 Commerce Drive by $50,375 or from $950,000 to <br />$899,625. <br />Additional discussion ensued regarding authorizing Staff to present the offer to Ruffridge <br />Johnson with the understanding that no additional negotiations will take place. <br />Council Member Love desired to modify his motion to authorize staff to present the <br />offer to Ruffridge Johnson with the understanding that no additional negotiations <br />will take place. Council Member Montain accepted the friendly amendment. All in <br />favor. Motion carried. <br />Engineer Statz requested that Council all Staff to address RCWD's concerns regarding <br />pond maintenance responsibilities and the posting of Commerce Drive being a 9 Ton <br />roadway. <br />Engineer Statz stated that he believe Commerce Drive had been constructed as a 10 Ton <br />roadway. Brief discussion ensued regarding the City ability to modify the posting of the <br />roadway at any time. <br />Council Member Love, seconded by Council Member Koski to Designate Commerce <br />Drive as a 9 Ton Roadway Year Round, to Authorize Staff to Work with RCWD <br />Re2ardin2 a Maintenance Agreement for the Pondin2(s) Within the Clearwater <br />Business Park & Community. All in favor. Motion carried. <br />X. NEW BUSINESS <br />1. Minnesota Historical Society Grant Agreement — Dupre Antique/Artifacts <br />Administrator Ericson stated that Council included its 2017 Focus Goals to develop a <br />Dupre Antique/Artifact historical display. Craig Waldren from Hamline University, <br />provided the City of Centerville with a graduate student who was looking for a Capstone <br />Project, Dave Perrault. Mr. Perrault drafted a MN Historical Society Grant Application <br />and was successful on obtaining a grant of $5,977. Administrator Ericson stated that this <br />Page 3 of 6 <br />
