City of Centerville <br />Planning and Zoning Commission <br />July 11, 2017 <br />Motion by Commissioner Broussard Vickers, seconded by Commissioner Ganzel to <br />Open the Public Hearing at 7:12 p.m. All in favor. Motion carried. <br />Senior Planner Phil Carlson presented the Staff report to the Commission. He noted that <br />the report is for a rezone and Preliminary Plat. There is no need for a Comprehensive Plan <br />Amendment as the Plan is guided properly. The original Concept Plan presented several <br />months prior was for 22 lots and the new plan is for 17. <br />Mr. Doug Jost, 7304 Brian Drive, stated that he does not support the plan as he would <br />prefer that the proposed roadway for the development does not remove/utilize the <br />temporary cul de sac on Brian Drive. <br />Mr. Mark Dahl, 7340 Brian Drive, stated that he had concerns regarding drainage for the <br />development and felt that his property would be greatly impacted. <br />Mr. Ron Phillips, 7335 Brian Drive, stated that he did not desire to have the development <br />zoned (R2A) High Density, Single Family near his development. <br />Mr. Bob Tschida, 7329 Brian Drive, also concurred with Mr. Phillips and Mr. Jost stating <br />that a through street would allow for Eagle Brooke Church's traffic to flow through their <br />neighborhood. <br />Mr. Greg Carpenter, 7325 Brian Drive, stated that he had concerns regarding drainage also <br />and suggested that the roadway go through to Revoir rather than the Deer Pass <br />Development. <br />Mr. Bob Tschida, also stated that he did not agree with rezoning the property to R2A. <br />Mr. Russ Koski, 7280 Twin Lakes Avenue, reported that the Developer has been working <br />Rice Creek Watershed regarding water issues and will be continuing throughout the <br />planning phase. <br />Mr. David Georgie, 7334 Brian Drive, stated that he was not in favor of the development <br />and also had drainage concerns. <br />Ms. Kris Helstrom, 7321 Brian Drive, was concern regarding house values due to the <br />proposed rezoning of the property along with drainage concerns. <br />Mr. Todd Christensen presented his Preliminary Plat stating that the development would <br />include 17 lots. He is continuing to work with Rice Creek Watershed District regarding <br />the wetlands and drainage. He answered a number of questions from the public and <br />requested that the Commission provide him with rezoning so he could continue to work on <br />the development as he desired to get a head start on the proposed development taking place <br />across the street. He stated that the lots would sell for $128,000 with home values of <br />$450,000+. <br />Lengthy discussion ensued regarding the fact that Brian Drive cul de sac was originally <br />planned as being a temporary cul de sac and most homeowners were aware that at some <br />Page 2 of 3 <br />
