City of Centerville <br />Council Meeting Minutes <br />July 12, 2017 <br /> <br />Administrator Ericson stated that Council has previously tabled several proposals, he has <br />discussed this item with Ms. Laura Kushner, Human Resource Director for the League of MN <br />Cities, and he believe this is an opportunity to engage employees and on-boarding which was to <br />be provided by Mr. Fursman shortly after his hiring. <br /> <br />Council Member Love stated that he could not locate a Staff memorandum regarding the item. <br />Administrator Ericson stated that there was one and he would resend it to all Council Members. <br /> <br />Mayor Paar reported that an email had recently been received and that a meeting of the <br />Employee Review Board would be taking place shortly with staff. <br /> <br />Brief discussion ensued regarding hiring an independent contractor versus the League of MN <br />Cities referrals, the Employee Review Board assessing the needs and forwarding a <br />recommendation to Council and/or providing the authority to the City Administrator to make a <br />determination on utilizing a firm referred by the League of MN Cities. <br /> <br />Motion by Council Member Montain, seconded by Council Member Love to Authorize <br />City Administrator Ericson the authority to choose one (1) contractor from the League of <br />MN Cities referral list to provide teambuilding/organization development associated with <br />the 2017 Focus Goals. Council Member Koski Opposed. Motion carried. <br /> <br />Council Member Koski felt that a needs assessment should be obtained from the Employee <br />Review Board prior to authorizing expenditures that may not be needed. <br /> <br />Administrator Ericson stated that he would meet with Ms. Laura Kushner from the League to <br />determine a suitable contractor for the City’s needs. <br /> <br />3. Res. #17-010 – Enabling the Establishment of the Economic Development Authority <br />of the City of Centerville, Minnesota Pursuant to Minnesota Statutes, Sections <br />469.090 Through 469.1082, as Amended <br /> <br /> <br />Administrator Ericson stated that he has discussed this with Mr. Andy Pratt, Eckberg & <br />Lammers, it is very straight forward and Council needs to consider the resolution in order to <br />commence an Economic Development Authority for the City of Centerville as outlined in the <br />2017 City Focus Goals. <br /> <br />Council Member Montain questioned the purpose of staggering terms of the members and <br />Administrator Ericson stated that it provides an opportunity for the body to obtain new view- <br />points, etc. Discussion ensued that Council is only considering the formation of an EDA and not <br />considering the by-laws at this time which will control authority given by Council and funding if <br />chosen. <br /> <br />Administrator Ericson stated that Intern Manasra is currently working on a revamping of the <br />downtown redevelopment project and recently held a meeting with Anoka County Officials and <br />other agencies to obtain input regarding financial assistance and tools that were available to <br />assist the City in obtaining their goals for the area.
