City of Centerville <br />Council Meeting Minutes <br />July 12, 2017 <br /> <br />would continue and an EDA would commence momentum for additional input from Council and <br />members of the community as to their priorities for current businesses, new businesses and the <br />downtown area. <br /> <br />Motion by Council Member Montain, seconded by Council Member Koski to Adopt Res. <br />#17-010 - Enabling the Establishment of the Economic Development Authority of the City <br />of Centerville, Minnesota Pursuant to Minnesota Statutes, Sections 469.090 Through <br />469.1082, as Amended and Presented. All in favor. Motion carried. <br /> <br /> <br />IX. NEW BUSINESS <br /> <br /> <br />1.Res. #17-011 – Encouraging the People of Centerville to Attend the Grand Opening <br />of the Minnesota State Capitol <br /> <br />Administrator Ericson stated that the remodeling of the State Capitol is symbolic to the State, a <br />special place, a large investment made by the State from taxpayer dollars and as a citizen of <br />Minnesota individuals should enjoy the landmark. Mayor Paar stated that the site is impressive <br />and the League of MN Cities web site has a listing of all of the events that will be taking place <br />during August 11, 12 and 13, 2017. <br /> <br />Motion by Council Member Koski, seconded by Council Member Love to Adopt Res. #17- <br />022 – Encouraging the People of Centerville to Attend the Grand Opening of the Minnesota <br />State Capitol as Presented. All in favor. Motion carried. <br /> <br />2. Planning & Zoning Recommendation – Peltier Estates Preliminary Plat, Rezone & <br />th <br />Comprehensive Plan Amendment – 7357 – 20 Avenue North (Moore Property), 18 <br />Acres ~ Diamond View Partners, LLC, 17 Lots <br /> <br />Administrator Ericson stated that Senior Planner Phil Carlson presented at last evening’s <br />Planning & Zoning Commission meeting regarding the item and ten (10) residents were in <br />attendance. <br /> <br />Senior Planner Carlson stated that only two (2) requests were needed (rezone and preliminary <br />plat) and that a Comprehensive Plan Amendment was not needed. He stated that the R2A zoning <br />fit into the perimeters of the guiding of the Comp. Plan. Brief discussion was held regarding the <br />fact that R2A was High Density and the Comp. Plan does not guide the area for High Density. <br />He did state that it was important to note the Statutory 60 Day Rule as it applies to the petitioners <br />request for zoning modification. He stated that Council does have the ability to act on the <br />request this evening or defer action to an alternative meeting prior to August 1. <br /> <br />Discussion ensued regarding an extension for preliminary plat consideration as Mr. <br />Christenson’s plans are before the Rice Creek Watershed for review and will not be completed <br />until September 29. <br /> <br />Page 5 of 9 <br /> <br /> <br />
