City of Centerville <br />Council Meeting Minutes <br />June 14, 2017 <br /> <br /> <br /> <br />1.P & Z Recommendation for Comprehensive Plan, WSB <br />a. Stantec Proposal <br /> <br />Administrator Ericson stated that Council is aware that the City has in the past <br />worked exclusively with Stantec Engineering regarding planning services. He <br />stated he worked with Stantec on its Comprehensive Plan bid to make revisions <br />and then solicited on from WSB for the City’s required Comprehensive Plan. He <br />stated that he has a fiduciary responsibility to provide Council with bids and make <br />recommendations for services. He stated that he believed that WSB would <br />provide the City with a product that would satisfy both Metropolitan Council and <br />the City’s needs for $10,000 less than Stantec. <br /> <br />Council Member Koski stated that the Planning & Zoning Commission had a very <br />productive discussion on the matter and felt that WSB could provide the needed <br />documentation to the City while saving $10,000. <br /> <br />Lengthy discussion took place regarding anticipate population, sewer and water <br />plan, the downtown redevelopment plan, the need for a guide of growth, etc. <br /> <br />Engineer Statz stated that he was confident that Stantec would provide a more <br />complete plan than what is being proposed by WSB and does understand the <br />financial constraints of the City and Council’s decision. <br /> <br />Administrator Ericson stated that intern, Ms. Behea Mansara is currently working <br />on the downtown redevelopment plan with several meetings already being had. <br /> <br />Motion by Council Member Montain, seconded by Council Member King to Accept <br />WSB’s Proposal for the City’s Comprehensive Plan not to Exceed $33,000. Council <br />Member Love and Mayor Paar Opposed. Motion carried. <br /> <br />2. EDA Reorganization <br />a. 2017 City Focus Goals <br /> <br />Administrator Ericson stated that included in Council’s 2017 Focus Goals was to <br />reorganize the Economic Development Authority (EDA). He also stated that the Council <br />must hold a public hearing to receive public input and then approve a Resolution. <br /> <br />Motion by Council Member Love, seconded by Council Member Montain to call for <br />a public hearing on the Reorganization of the City EDA.
