City of Centerville <br />Council Meeting Minutes <br />June 14, 2017 <br /> <br />Attorney Glaser stated that the Board would be utilized for union negotiations and the <br />Administrator’s review which would be deemed infrequent. The Board would allow an <br />avenue for Council to speak with staff, outside consultants/business owners and provide a <br />different perspective back to Council. <br /> <br />Mayor Paar stated that Staff needs an avenue to lodge complaints. He believes that it ties <br />in with the organizational review and a tool to promote harmony between Staff. <br />Administrator Ericson stated that his concern was that he would be bypassed, be out of <br />the loop and be less effective. <br /> <br />Lengthy discussion ensued regarding the structure of the Board, potential for abuse by the <br />Board, rising legal costs, potential for micromanagement, the potential for language <br />modification, application of open meeting law, <br /> <br />Motion made by Council Member Love, seconded by Council Member King to <br />Adopt Ord. #86, Second Series Amending City Code Establishing a Personnel Board <br />with the added language to Subd. 3. Duties, d) “as it relates to employment or <br />criminal behavior” prior to dereliction of duty. Council Member Montain opposed. <br />Motion carried. <br /> <br />Motion made by Council Member Love, seconded by Council Member King to Add <br />to Council’s next meeting Appointments to Board. <br /> <br />Discussion ensued regarding differing viewpoints/opinions, who desired to be on the <br />Board and micromanagement. <br /> <br />Both Council Members Love and King withdrew their motion. <br /> <br />Motion by Council Member Love, seconded by Council Member King to Appoint <br />Mayor Paar and Council Member Montain to the Personnel Board. Council <br />Member Montain Abstained. Motion carried. <br /> <br />3. Discussion on Request for Extension – Waterworks Demolition <br /> <br />Administrator Ericson stated that Mr. Rich DeFoe has requested a thirty (30) day <br />extension allowing for a salvage contractor to remove internal wall board similar to “barn <br />board”. Council had concern that no work was being completed during this time. <br /> <br />Lengthy discussion ensued regarding the City’s right to remove if property owner fails <br />to comply, Fete des Lacs events, etc. <br /> <br />Motion by Council Member Koski, seconded by Council Member Love to Grant <br />Removal by July 17, 2017 or the City of Centerville Would Commence Proceedings <br />to Remove on Behalf of the Property Owner.
