City of Centerville <br /> Planning and Zoning Commission <br /> April 4,2017 <br /> Motion by Chairperson Mosher, seconded by Commissioner Johnson to close the pubic <br /> hearing at 6:50 p.m. All in favor. Motion carried. <br /> IV. APPROVAL OF AGENDA <br /> Motion by Commissioner , seconded by Commissioner to Approve the Agenda <br /> as Presented. All in favor. Motion carried. <br /> V. APPROVAL OF MINUTES <br /> 1. February 7, 2017, Planning & Zoning Commission Meeting Minutes <br /> Chair Mosher provided Commissioners with an opportunity to make modifications to the <br /> presented minutes if they desired. <br /> Motion by Chair Mosher, seconded by Commission Member Broussard Vickers to Approve <br /> the February 7, 2017 Planning & Zoning Commission Meeting Minutes as presented. <br /> Commissioner Haiden abstained. Motion carried. <br /> VI. OLD BUSINESS <br /> 1. None. <br /> VII. NEW BUSINESS <br /> 1. Request for Conditional Use Permit — 7095 — 21st Avenue South (Luther Towing & <br /> Service, Inc.) <br /> a. Findings of Fact <br /> b. Draft Conditional Use Permit <br /> Lengthy discussion took place regarding the current business practices of Luther Towing, owners <br /> integrity, threatened litigation, hours of operation, amount of vehicles stored indoors/outdoors, <br /> "salvage" operation(s), amount of damage to a vehicle and determination of storage at the <br /> Centerville location versus Maplewood, visual appearance of the site as it can be viewed entering <br /> the City along Main Street, towing vehicles are generally taken home by the drivers, <br /> fencing/screening options, enforcement, and length of time that a vehicle is under Mr. Luther's <br /> care. <br /> Discussion also took place regarding the differences between granting a Conditional Use Permit <br /> versus an Interim Use Permit. <br /> Mr. Kozar was not in favor of fencing any area(s) to allow this operation and Mr. Luther reviewed <br /> and concurred with the proposed Draft Conditional Use Permit. <br /> Motion by Commissioner Broussard Vickers, seconded by Commissioner Haiden to <br /> Recommend to Council Approval of the Findings of Fact and Draft Conditional Use Permit <br /> as presented.
