City of Centerville
COlUlcil Meeting Minutes
May 10,2006

City Administrator Larson explained that Bonestroo has recommended a substitution in
City Engineer from Tom Peterson to Mark Statz. He then asked Council to consider
acceptance of Mark Statz.

Motion bv Council Member Terwav. seconded bv Council Member Pur. to
aDprove the substituti99 i, Cjty En2iD~r fr9m TOOl P~tersoJ1 to Ma~k &tJ1zr All
in favor. Motion carried unanimouslv.

2. R~view Complaint Pr~edures Regarding CDBO Funding Decisions by Anoka
County

Finance Director Meyer provided information to Council on the budget for downtown
and noted he met with Ms. Karen Skepper and she feels comfortable with the City being
able to receive block grant money this summer and apply again in January for the
additional $200,000 to make the remaining budget.

Mayor Capra asked for clarification on the grant of $200,000.

Finance Director Meyer indicated that the City did receive $200,000 and said he is
comfortable that the reverted CDBG funds will be received because they have a short
time to use the funds and need to use it for low to moderate income.

He outlined the grants applied for, received, denied and pending with regard to the
downtown project.

Mayor Capra asked whether storm water holding ponds were a concern and whether
Bonestroo is going to determine whether the ponds proposed are adequately sized.

City Administrator Larson indicated that Staff is looking into that to ensure that the ponds
are sized adequately.

Finance Director Meyer asked Council to delay any further action until this moves
through the process further. He then said that he talked to Mr. John Swanson who
supervises to ensure compliance with County requirements and they have leeway as long
as they make priorities according to the five year plan the rest is politics so it is a moving
target with some flexibility in what they decide to do.

Council Member Lee commented that we need to play nice to have a hope of receiving
CDBG funds because this can get political.

Mayor Capra said that larger cities get redevelopment grants and smaller ones have to
compete for the remainder.

Mayor Capra said she can wait until July; however it is against her better judgment to
wait, but she will conform to the majority.

3
