5 Stantec Memo <br /> To: Honorable Mayor and City Council From: Mark Statz <br /> City of Centerville St. Paul MN Office <br /> 1880 Main Street <br /> Centerville, MN 55038 <br /> File: Pavement Management Plan Date: October 20,2017 <br /> Update <br /> Reference: Pavement Management Plan Update <br /> Background <br /> In 2003, the city first commissioned a pavement management plan. All streets in town were <br /> evaluated at that time and a schedule of improvements was outlined. Since then,the city has <br /> undertaken a number of large street reconstruction and/or reconditioning projects. All of the <br /> improvements contemplated in that report have now been completed,with the exception of the <br /> downtown area. <br /> In 2014,the city made a shift in its street maintenance program, moving away from seal coating <br /> and, instead,implementing a system of thin overlays on a 15-year cycle.That plan and its budget <br /> are shown on the attached spreadsheet. At this point the city has completed 4 years of thin <br /> overlays,with great success. With the goal in mind of overlaying streets around the 15-year mark of <br /> their lifespan,you can see that there is a bit of a "hole" in the plan for the years 2018 and 2019. This <br /> is essentially because 15 years ago (2003 and 2004),we had a few years in a row,where there were <br /> no new streets built. Then,in 2005,we completed our first reconstruction and saw the construction <br /> of the first phases of two new developments (Hunter's Crossing and Pheasant Marsh). <br /> What this means is that there appears to be an opportunity to fund the street portion of a downtown <br /> water main and reconstruction project in these "off" years without the need to bond for those <br /> improvements. Additionally,it appears that the work can be done in the downtown,without <br /> pushing any streets beyond their 15-year overlay cycle and without running a deficit in the street <br /> fund. <br /> Recommendations <br /> The city's engineering and public works staff recommend that no street project be completed in <br /> 2018 and that preparations should begin in early 2018 for a 2019 Street and Utility reconstruction <br /> project in the downtown. <br /> In 2020, city staff envisions a standard,thin overlay project of those streets that were built in 2015, <br /> resuming our annual program. <br /> It should be noted that the long-term budget for the overlay program is very promising,with a <br /> growing surplus in the coming years.
